Neutralize armed groups through the Intervention Brigade under direct command of MONUSCO Force commander: in support of the authorities of the DRC, on the basis of information collection and analysis, and taking full account of the need to protect civilians and mitigate risk before, during and after any military operation, carry out targeted offensive operations in the DRC through the Intervention Brigade with the support of the whole of MONUSCO, either unilaterally or jointly with the FARDC, in a robust, highly mobile and versatile manner and in strict compliance with international law, including international humanitarian law, and in accordance with the standing operating procedures applicable to persons who are captured or who surrender, and with the United Nations HRDDP, prevent the expansion of all armed groups, neutralize these groups, and disarm them in order to contribute to the objective of reducing the threat posed by armed groups to state authority and civilian security in the DRC and to make space for stabilization activities, and for the whole of MONUSCO force component to guarantee effective protection of civilians, including in support of operations conducted by the Intervention Brigade to neutralize armed groups and in areas where armed groups have been neutralized;
