Notes that the Treaty was opened for signature at United Nations Headquarters in New York on 3 June 2013, will remain open for signature thereafter until its entry into force and, following its entry into force, will be open for accession for any State that has not signed the Treaty;

Calls upon all States that have not yet done so to sign and, thereafter, according to their respective constitutional processes, ratify, accept or approve the Treaty at the earliest possible date;

Calls upon those States in a position to do so to provide assistance, including legal or legislative assistance, institutional capacity-building and technical, material or financial assistance, to requesting States that intend to become parties to the Treaty, in order to facilitate its early entry into force;

Requeststhe Secretary-General, as depositary of the Treaty, to report to the General Assembly at its sixty-ninth session on the status of signature and ratification, acceptance or approval of the Treaty;
