Takes note of the report of the Secretary-General on international migration and development, including the comments of Governments regarding the objectives and modalities for the convening of a United Nations conference on international migration and development;

Urges Member States and the United Nations system to strengthen international cooperation in the area of international migration and development in order to address the root causes of migration, especially those related to poverty, and to maximize the benefits of international migration to those concerned and increase the likelihood that international migration has positive consequences for the sustainable development of both sending and receiving countries;

Calls upon the international community to seek to make the option of remaining in one's country viable for all people; to that end, efforts to achieve sustainable economic and social development, ensuring a better economic balance between developed and developing countries, should be strengthened;

Invites the Commission on Population and Development to consider, in 1997, in the context of the follow-up to the Programme of Action of the International Conference on Population and Development, in particular chapter X, the interrelationship between international migration and development;

Calls upon all relevant organs, organizations and programmes of the United Nations system and other intergovernmental, regional and subregional organizations to address the issue of international migration and development, and invites them to submit their views to the Secretary-General;

Invites the Economic and Social Council to consider at its organizational session for 1997 including "International migration and development" as a theme in the context of its agenda for 1997;
