Reaffirms the urgent need to convert the United Nations Industrial Development Organization into a specialized agency so as to extend the scope and functions of the organization to play the central coordinating role in the field of industrial development within the United Nations system, enhance its autonomy, increase its ability to render assistance to developing countries in the most efficient way and improve its operational efficiency and effectiveness;
