At its 2883rd meeting, on 30 August 1989, the Council decided to invite the representative of Israel to participate, without vote, in the discussion of the item entitled "The situation in the occupied Arab territories: letter dated 29 August 1989 from the Charge d'affaircs a.i. of the Permanent Mission of Qatar to the United Nations addressed to the President of the Security Council (S/20817)". 44

At the same meeting, in response to the request dated 30 August 1989 from the observer of Palestine,67 the Council also decided, by a vote, that an invitation should be accorded to the observer of Palestine to participate in the debate and that that invitation would confer upcn it the same rights of participation as those conferred on a Member State when it was invited to participate undn rule 37 of the provisional rules of procedure.
