Takes note of the Secretary-General’s letter (S/2025/766) dated 25 November 2025 and decides to extend UNMHA’s mandate for a final two-month period until 31 March 2026, during which time the Mission will conduct the effective, efficient and safe drawdown of the Mission including ceasing of its operations, and required planning and preparation for transition of any residual functions to the Office of the Special Envoy, and the withdrawal of UNMHA personnel and assets and elimination of the permanent presence in Hodeidah, as mentioned in Option 3 of S/2025/766, and further decides, as of 1 April 2026, UNMHA will commence a liquidation process;

Requests the Secretary-General prepare, in consultation with the Yemeni parties, a transition and liquidation plan for UNMHA to start the transfer of its residual functions to The Office of the Special Envoy of the Secretary-General for Yemen (OSESGY), as well as the orderly and safe drawdown and withdrawal of its personnel and assets, including identification of an end date for liquidation of activities in Hodeidah;

Decides to authorize for a period to be determined based on administrative procedures subject to the UN Financial Rules and Regulations, and adequate to ensure an orderly and safe transition, the retention of necessary assets and capabilities to ensure continued structural coherence and coordination across remaining United Nations Missions in Yemen, and bearing in mind challenges that have directly impeded UNMHA’s capacity to deliver its mandate;

Recognizes that the safety of UN personnel remains of the utmost importance and calls on the Houthis to enable a safe and secure operating environment including through the immediate and unconditional release of all those detained;

Decides to remain actively seized of the matter.
