Requests the Secretary-General to appoint a Senior Representative whose mandate will solely focus on promoting, supporting and facilitating efforts regarding the repatriation or return of all Kuwaiti and third-country nationals or their remains, and the return of Kuwaiti property, including the national archives;

Requests the Secretary-General to keep the Security Council informed of progress by 31 March 2026, and every six months thereafter, and to suggest, as appropriate, in such updates his assessment of what could be conducive to encouraging further progress, and to make available his good offices to strengthen confidence and mutual trust between Iraq and Kuwait on missing persons and property;

Encourages continued efforts, with the support of the Senior Representative and the International Committee of the Red Cross, on this matter, including through excavation of all sites of interest and making use of technology advances and UN support;

Underlines that the Security Council will consider the continued need for United Nations oversight on missing persons and property not later than 31 December 2030, or sooner in the event of sufficient progress, and in that regard, expresses its intention to review the situation no later than 30 June 2028 on the basis of the good faith efforts made by all stakeholders and the Secretary-General’s assessment of progress and determination to resolve this issue, and notes in this regard that if the fates of all the missing Kuwaiti and third-country nationals have not been determined by 31 December 2030, Iraq commits to continue to address the search for any remaining missing Kuwaiti and third-country nationals through all appropriate channels.
