Resolves that, for the financial year 1955,

The Secretary-General, with the prior concurrence of the Advisory Committee on Administrative and Budgetary Questions and subject to the Financial Regulations of the United Nations, is authorized to enter into commitments to meet unforeseen and extraordinary exrenses ; provided that the concurrence of the Advisory Committee shall not be necessary for :

Such commitments not exceeding a total of $US 2 million if the Secretary-General certifies that they relate to the maintenance of peace and security or to urgent economic rehabilitation ;

( b) Such commitments as are required for the Ad Hoe Commission on Prisoners of War;

Such commitments as may be required for the United Nations Good Offices Commission on the treatment of people of Indian origin in the Union of South Africa;

Such commitments as are required for the convening of an international conference on the peaceful uses of atomic energy;

( e) Such commitments not exceeding a total of $US165,000 as are required for the purchase of Korean service medals ;

Such commitments not exceeding a total of $US25,000 as are occasioned by the holding of an inter-governmental commodity conference;

Such commitments, duly certified by the President of the International Court of Justice, relating to expenses occasioned :

By the designation of ad hoe judges (Statute, Article 31),

By the appointment of assessors (Statute, Article 30), or by the calling of witnesses and the appointment of experts ( Statute, Article 50),

By the maintenance in office of judges who have not been re-elected ( Statute, Article 13, paragraph 3),

By the holding of sessions of the Court away from The Hague ( Statute, Article 22),

By the payment of travel and removal expenses of judges not re-elected, and travel and removal expenses of new members of the Court,

By the payment, as necessary, to judges of pensions not awarded prior to 1S July 19S4, and not exceeding $24,000, $25,000, $40,000, $75,000, $4,000 and $26,000 respectively under each of the above six headings ;

( h) Such commitmrnts not exceeding a total of $18,000 as may be required in the event of the coming into force during 1955 of the Protocol3 2 for Limiting and Regulating the Cultivation of the Poppy Plant, the Production of, International and Wholesale Trade in, and Use of Opium;

( i) Such commitments not exceeding a total of $15,000 as are occasioned by the convening of the international technical conference on the conservation of thL' living resources of the sea;

The Secretary-General shall report to the Advisory Committee and to the General Assembly. at its next regular session, all commitments made under the provisions of the present resolution, together with the circumstances relating thereto, ancl shall submit supplementary estimates to General Assembly in respect of such commitments.
