Takes note of the status of contributions to the United Nations Multidimensional Integrated Stabilization Mission in Mali as at 30 April 2026, including the contributions outstanding in the amount of 201 million United States dollars, representing some 1.7 per cent of the total assessed contributions, notes with concern that only 139 Member States have paid their assessed contributions in full, and urges all other Member States, in particular those in arrears, to ensure payment of their outstanding assessed contributions;

Expresses its appreciation to those Member States that have paid their assessed contributions in full, and urges all other Member States to make every possible effort to ensure payment of their assessed contributions to the Mission in full;

Expresses concern at the financial situation with regard to peacekeeping activities, in particular as regards the reimbursements to troop contributors that bear additional burdens owing to overdue payments by Member States of their assessments;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions, and requests the Secretary-General to ensure their full implementation;

Recalls paragraph 30 of the report of the Advisory Committee, reiterates that Member States should fulfil their outstanding contributions to the Mission, and urges all Member States to fulfil their financial obligations as set out in the Charter of the United Nations on time, in full and without conditions;

Stresses the importance of transparency and accountability in asset management, and requests the Secretary-General to provide further information on any changes to the regulatory framework governing asset disposal to the General Assembly at its eighty-first session;

Recalls paragraphs 21 and 51 of the report of the Advisory Committee, notes the collective efforts in implementing the drawdown and withdrawal of the Mission, encourages the Secretary-General to make use of the lessons learned to help minimize the risks and the costs related to mission closure, further encourages that the lessons learned from the Mission drawdown be used in the development and effective implementation of orderly drawdown strategies throughout a mission’s life cycle, including plans for supply chain, stockpile management, asset disposal, comprehensive risk mitigation, fraud, theft and environmental contamination, and requests the Secretary-General to provide the updated information in that regard and on the follow-up to the lessons learned in the final performance report;

Also recalls paragraph 46 of the report of the Advisory Committee and requests the Secretary-General to present a further defined framework for the use of surge capacity during mission liquidation, including with regard to governance, deployment criteria and the appropriate allocation of resources, and to include updated information and lessons learned on the matter in the final performance report of the Mission;

Reaffirms the need to intensify efforts to complete clean-up and remediation activities in a cost-efficient way throughout the missions’ life cycle, in accordance with relevant United Nations policies and procedures, and looks forward to considering a comprehensive report and the environmental close-out assessment in the context of the final performance report;

Notes the outstanding receivables and payables of the Mission, and encourages the Secretary-General to make further efforts to close the accounts prior to the complete closure of the Mission and report thereon in the context of the final performance report;

Encourages the Secretary-General to take measures to reimburse troop- and police-contributing countries before the closure of any peacekeeping mission;

Budget performance report for the period from 1 July 2024 to 30 June 2025

Takes note of the report of the Secretary-General on the budget performance of the Mission for the period from 1 July 2024 to 30 June 2025;

Also takes note of the amount of 111,183,700 dollars comprising the unencumbered balance of 37,977,600 dollars in respect of the financial period ended 30 June 2025 and other revenue in the amount of 73,206,100 dollars in respect of the same period, and decides to defer action thereon until it considers the final performance report of the Mission;

Further takes note of the amount of 1,603,100 dollars representing the decrease in estimated staff assessment income in respect of the financial period ended 30 June 2025, and decides to defer action thereon until it considers the final performance report of the Mission;

Decides to include in the provisional agenda of its eighty-first session the item entitled “Financing of the United Nations Multidimensional Integrated Stabilization Mission in Mali”.
