II.Addressing racism and racial discrimination

Recalling its resolution 76/271 of 29 June 2022 and section XII of its resolution 78/253 of 22 December 2023,
Having considered the report of the Secretary-General on addressing racism and racial discrimination and the related report of the Advisory Committee on Administrative and Budgetary Questions,

Takes note of the report of the Secretary-General;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee;

Condemns in the strongest possible terms acts of racism and reaffirms that racism and racial discrimination, which are any distinction, exclusion, restriction or preference based on race, colour, descent, or national or ethnic origin, have no place in the United Nations and that all Member States must work together to eliminate racism, and requests the Secretary-General to continue the implementation of the United Nations zero-tolerance policy on racism and racial discrimination and to continue supporting the work of the Anti-Racism Office, in addressing racism within the Secretariat, including through encouraging staff to report such abuses and by consolidating lessons learned and best practices;

Emphasizes the importance of leadership accountability in fostering a respectful workplace, and encourages the Secretary-General and managers at all levels to ensure fairness, equal treatment and respect for all staff members, in accordance with the strategic action plan for addressing racism and promoting dignity for all in the United Nations Secretariat and consistent with the applicable rules and the standards of conduct for the international civil service;

Notes with appreciation the update by the Secretary-General on the United Nations Conference on Addressing Racism and Promoting Dignity for All at the Secretariat, and encourages continued information-sharing and coordination, as appropriate, in support of implementation of the strategic action plan;

Welcomes the launch of the Secretariat’s first training course on racism, entitled “Addressing racism and racial discrimination in the workplace”, and requests the Secretary-General to analyse the effectiveness of this training, in line with its objectives, and to provide an update to the General Assembly in the next report;

Notes with concern that findings from the 2024 staff engagement survey indicate the presence of racism and racial discrimination in the Secretariat, and requests the Secretary-General to continue implementation of the Organization’s zero-tolerance policy on racism and racial discrimination, and all other forms of discrimination, to ultimately achieve a zero-case reality, including by encouraging staff to report incidents without fear of retaliation and by ensuring that existing accountability mechanisms are applied consistently and effectively;

Recognizes that the staff composition data presented in the report of the Secretary-General do not provide a basis for conclusions regarding racism and racial discrimination;

Requests the Secretary-General to report on measures taken to implement stronger and more credible accountability mechanisms to improve staff confidence in reporting processes, protection against retaliation and the timely and consistent handling of cases involving racial discrimination;

Recalls paragraph 12 of its resolution 80/238 of 30 December 2025, and requests the Secretary-General, should the Organization begin to collect race-related data from staff members, to ensure that any collection of such data on staff composition is used in line with the provisions of resolution 80/238, which require that any race-related data not be used to make decisions regarding benchmarks or staff recruitment, selection, promotion, retention, performance assessment or separation from service for individuals;

Requests the Secretary-General, should the Organization begin to collect race-related data from staff, to ensure that any baseline report or related analytical work based on voluntarily provided race-related data clearly sets out details of its methodology and limitations and is presented in an unbiased manner that does not prejudge findings regarding systemic institutional bias and is limited to identifying statistically significant patterns, trends and possible disparities supported by the data and methodology employed;

Also requests the Secretary-General to further refine and improve implementation of the strategic action plan, including through the review of relevant policies, rules and procedures and the reinforcement of accountability mechanisms, and to report in the next report on progress made, including the status of relevant reviews, timelines for completion and measures taken to ensure the consistent application of established procedures in cases involving racial discrimination;

Reiterates its request that the Secretary-General include in the next report a clear assessment of the impact of the Anti-Racism Office’s current placement and reporting arrangements on the effective delivery of its mandate, together with options for strengthening those arrangements;

Recalls paragraph 23 of the report of the Advisory Committee, and requests the Secretary-General to develop and report on clearly defined, measurable and, where appropriate, quantifiable performance and impact indicators and assessment tools on the impact and implementation of the strategic action plan, and to demonstrate how related activities respond to the requests of the General Assembly.
