I.Support account for peacekeeping operations

Takes note of the report of the Secretary-General on the budget for the support account for peacekeeping operations for the period from 1 July 2025 to 30 June 2026 and the report of the Independent Audit Advisory Committee on the proposed budget of the Office of Internal Oversight Services under the support account for peacekeeping operations for the period from 1 July 2025 to 30 June 2026;

Reaffirms its role in carrying out a thorough analysis and approval of human and financial resources and policies with a view to ensuring the full, effective and efficient implementation of all mandated programmes and activities and the implementation of policies in this regard;

Also reaffirms that the Fifth Committee is the appropriate Main Committee of the General Assembly entrusted with responsibility for administrative and budgetary matters;

Further reaffirms rule 153 of its rules of procedure;

Reaffirms that the support account funds shall be used for the sole purpose of financing human resources and non-human resources requirements for backstopping and supporting peacekeeping operations at Headquarters, and that any changes in this limitation require the prior approval of the General Assembly;

Approves the support account requirements in the amount of 425,636,500 United States dollars for the financial period from 1 July 2025 to 30 June 2026, inclusive of the amount of 18,904,600 dollars under enterprise resource planning, 626,700 dollars for death and disability claims for closed peacekeeping operations, 868,500 dollars for improved service delivery (previously the efficiency model for management services and the global service delivery model project), 3,326,800 dollars for peacekeeping capability readiness, 19,573,000 dollars for Umoja maintenance and support costs and 15,247,700 dollars for after-service health insurance costs, including 1,337 continuing posts, 107 new temporary posts and 1 new United Nations Volunteer position, 78 continuing and 6 new general temporary assistance positions and 52 person-months, as well as related post and non-post requirements, as well as the abolishment, redeployment and reassignment of posts and general temporary assistance positions;

Financing of the support account for peacekeeping operations for the financial periods from 1 July 2023 to 30 June 2024 and from 1 July 2025 to 30 June 2026

Decides that the requirements for the support account for peacekeeping operations for the financial period from 1 July 2025 to 30 June 2026 shall be financed as follows:
a
The unencumbered balance in the amount of 1,619,200 dollars, in respect of the financial period from 1 July 2023 to 30 June 2024, to be applied to the resources required for the financial period from 1 July 2025 to 30 June 2026;
b
The total amount of 12,465,400 dollars, comprising investment revenue of 3,907,700 dollars, other miscellaneous revenue of 6,730,100 dollars and cancellation of prior-period obligations of 1,827,600 dollars in respect of the period from 1 July 2023 to 30 June 2024, to be applied to the resources required for the financial period from 1 July 2025 to 30 June 2026;
c
The amount of 6,697,400 dollars, representing the excess of the authorized level of the Peacekeeping Reserve Fund in respect of the financial period ended 30 June 2024, to be applied to the resources required for the financial period from 1 July 2025 to 30 June 2026;
d
The balance of 404,854,500 dollars to be prorated among the budgets of the active peacekeeping operations for the financial period from 1 July 2025 to 30 June 2026;
e
The net estimated staff assessment income of 37,196,900 dollars, comprising the amount of 35,596,100 dollars for the financial period from 1 July 2025 to 30 June 2026 and the increase of 1,600,800 dollars in respect of the financial period ended 30 June 2024, to be offset against the balance referred to in subparagraph (d) above, to be prorated among the budgets of the individual active peacekeeping operations;
