Welcomes the progress in the implementation of the Association of Southeast Asian Nations Community Vision 2025, which will ensure lasting peace and stability, sustained economic growth, shared prosperity and social progress in the region, and looks forward to the adoption of the Association of Southeast Asian Nations Community Vision 2045 and its Strategic Plans, which will chart out the future direction of the Association towards a resilient, innovative, dynamic and people-centred Association of Southeast Asian Nations in 2045;

Welcomes the collaboration between the United Nations and the Association of Southeast Asian Nations Centre for Sustainable Development Studies and Dialogue in Thailand in order to encourage research and studies, build capacities of States members of the Association of Southeast Asian Nations as well as support dialogue and enhance cooperation on sustainable development between the Association of Southeast Asian Nations and its external partners, including the United Nations and its relevant entities;

Welcomes the commitment of the Association of Southeast Asian Nations to promoting the Association of Southeast Asian Nations Outlook on the Indo-Pacific with a view to enhancing the Association of Southeast Asian Nations Community-building process and strengthening and complementing cooperation of the Association with its partners;

Encourages the United Nations and the Association of Southeast Asian Nations to continue to hold regular meetings of senior officials, ministerial meetings and summits, and in this regard welcomes the convening of the Fourteenth Summit of the Association of Southeast Asian Nations and the United Nations in Vientiane on 11 October 2024;

Encourages the United Nations to strengthen cooperation with the relevant Association of Southeast Asian Nations sectoral bodies through Association of Southeast Asian Nations-led mechanisms, including through exchanges of relevant experiences, information, best practices, lessons learned and capacity-building, based on mutual respect, as appropriate;

Reaffirms the importance of enhancing regional security and cooperation and the peaceful settlement of disputes to promote peace, stability and prosperity, in accordance with international law, the Charter of the United Nations and the Charter of the Association of Southeast Asian Nations, as well as the Treaty of Amity and Cooperation in Southeast Asia;

Supports the convening of workshops, seminars and regional capacity-building programmes between the Association of Southeast Asian Nations and the United Nations to promote dialogue on regional and global security issues, including conflict prevention, preventive diplomacy, disarmament and non‑proliferation, cybersecurity, peacekeeping operations, transnational organized crime, including but not limited to illicit trafficking in wildlife and timber, counter-terrorism and the prevention of violent extremism as and when conducive to terrorism, based on mutual trust, shared interests and mutual respect;

Encourages cooperation between the United Nations and the Association of Southeast Asian Nations to exchange expertise, best practices, lessons learned and experiences and promote capacity-building in countering terrorism and radicalization to terrorism and in preventing violent extremism as and when conducive to terrorism, inter alia through the provision of United Nations technical support under the coordination of the Office of Counter-Terrorism in support of the implementation of the Association of Southeast Asian Nations Convention on Counter-Terrorism, the Association of Southeast Asian Nations Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism (2018–2025) and its corresponding cross-sectoral Bali Work Plan as well as the succeeding guiding documents, and supports the efforts of the Association in addressing the growing threats of transnational organized crime and cross-border challenges, which require comprehensive approaches, including through effective regional cooperation, in order to foster a more secure, interconnected and prosperous Association of Southeast Asian Nations community;

Also encourages cooperation between the United Nations and the Association of Southeast Asian Nations in the field of human rights, particularly through the Association of Southeast Asian Nations Intergovernmental Commission on Human Rights and the Association of Southeast Asian Nations Commission on the Promotion and Protection of the Rights of Women and Children, based on the Association of Southeast Asian Nations Human Rights Declaration, the Association of Southeast Asian Nations Leaders’ Declaration on the Association of Southeast Asian Nations Human Rights Dialogue, the Universal Declaration of Human Rights and other international human rights instruments and mechanisms to which all of the States members of the Association of Southeast Asian Nations are Parties, and in this regard takes note of the convening of the first Association of Southeast Asian Nations Intergovernmental Commission on Human Rights–United Nations Dialogue on Human Rights in Geneva from 27 to 29 September 2023;

Acknowledges the importance of maritime cooperation, including maritime security cooperation, between the United Nations and the Association of Southeast Asian Nations, including in the form of training workshops and the exchange of relevant experiences, information, best practices and lessons learned, to further promote the rule of law and the implementation of relevant international law, including the United Nations Convention on the Law of the Sea, and other international instruments, and underscores the need to further strengthen such cooperation in order to address related issues and challenges;

Reiterates the importance of fostering regional integration and enhancement of connectivity in the South-East Asian region and their potential contribution to regional and global peace, prosperity and sustainable development, and in this regard encourages cooperation between the Association of Southeast Asian Nations and the United Nations to narrow the development gap within and among the States members of the Association of Southeast Asian Nations by accelerating the implementation of the Initiative for the Association of Southeast Asian Nations Integration Work Plan IV (2021–2025) and its successor document, and also encourages support by the United Nations in the implementation of the Master Plan on Association of Southeast Asian Nations Connectivity 2025 and the Association of Southeast Asian Nations Connectivity Post-2025 Strategic Plan;

Welcomes the progress of the Association of Southeast Asian Nations in implementing its Economic Community Blueprint 2025 and developing the forthcoming Association of Southeast Asian Nations Economic Community Strategic Plan(s), and encourages further strengthening of cooperation between the United Nations and the Association of Southeast Asian Nations in deepening regional and global economic integration through joint initiatives, cooperation, technical assistance, capacity-building and advisory services in areas such as sustainability, including carbon neutrality, circular economy and blue economy; energy; mining; food security; digital economy, including e-commerce and paperless trading; intellectual property rights; investment; global value chain; science, technology and innovation; development of micro-, small and medium-sized enterprises and start-ups and their participation in global supply chains; public-private partnership; financial inclusion; and regulatory frameworks;

Acknowledges the cooperation between the Economic and Social Commission for Asia and the Pacific and the secretariat of the Association of Southeast Asian Nations in co-publishing the reports on digital and sustainable trade facilitation in the Association of Southeast Asian Nations in 2021 and 2023, and encourages continued partnership in advancing digital trade and e-commerce in the coming years, which highlight the efforts and progress of the Association in simplifying and digitalizing trade procedures, acknowledging the crucial role played by paperless trade facilitation in reducing vulnerabilities in global supply chains and mitigating overall trade costs;

Encourages continued collaboration and partnership between the United Nations and the Association of Southeast Asian Nations in strengthening cooperation in the food, agriculture and forestry sectors, inter alia by enhancing technical assistance in the fields of food and sustainable and effective water resource management and sustainable, circular and smart agriculture, enhancing regenerative agriculture and forestry resilience to the adverse impact of climate change, promoting nature-based solutions and decarbonization efforts, promoting digitalization in agriculture sectors, advancing sustainable forest management and forest landscape restoration and reforestation initiatives, and fostering public-private partnership and agricultural cooperation;

Welcomes efforts to promote the sustainability agenda of the Association of Southeast Asian Nations through a comprehensive combination of strategy and frameworks, including the Association of Southeast Asian Nations Strategy for Carbon Neutrality, the Framework for Circular Economy for the Association of Southeast Asian Nations Economic Community and renewable energy initiatives such as the Association of Southeast Asian Nations Power Grid and the Association of Southeast Asian Nations Blue Economy Framework, in achieving, inter alia, decarbonization, establishing green value chains and circular economy supply chains, leveraging sustainable finance and investment, harnessing the potential of the blue economy, and empowering businesses to transition towards greener practices, as reflected in the Association of Southeast Asian Nations Leaders’ Declaration on Developing a Regional Electric Vehicle Ecosystem;

Recognizes the ongoing progress of the support by the United Nations Development Programme for the Association of Southeast Asian Nations that focuses on innovation and blue priority sectors, including three components: (a) the Blue Innovation Challenge; (b) the Blue Incubation Programme; and (c) Blue Business Matchmaking;

Encourages closer cooperation between the United Nations and the Association of Southeast Asian Nations in the area of tourism, in particular to promote sustainable and inclusive tourism and capacity-building programmes in the tourism sector, acknowledging the value of tourism as a driver of socioeconomic growth and development;

Also encourages enhanced collaboration on sustainable minerals development, including support for the implementation of the Association of Southeast Asian Nations Principles on Sustainable Minerals Development adopted by the Association of Southeast Asian Nations Ministerial Meeting on Minerals in November 2023 and the Association of Southeast Asian Nations Minerals Development Vision and its action plan;

Further encourages continued partnership of the United Nations in the Association of Southeast Asian Nations Smart Cities Network and the implementation of the Association of Southeast Asian Nations Sustainable Urbanisation Strategy, which is part of the integration efforts of the Association of Southeast Asian Nations that synergize development efforts, promote greater cooperation among member cities, the private sector and external partners, spearhead smart city development and sustainable urbanization, with the goal of improving the lives of the citizens of the States members of the Association of Southeast Asian Nations by using technology and digital infrastructure as enablers, and facilitate the implementation of the 2030 Agenda and its Sustainable Development Goals;

Encourages strengthened collaboration between the United Nations and the Association of Southeast Asian Nations in rural development through empowerment of rural communities and facilitating collaboration among villages, to accelerate poverty eradication and ensure food security in the region;

Further encourages closer cooperation on the culture of peace agenda between the United Nations and the Association of Southeast Asian Nations, including through the six thrusts of the 2017 Association of Southeast Asian Nations Declaration on Culture of Prevention for a Peaceful, Inclusive, Resilient, Healthy and Harmonious Society;

Further encourages cooperation and collaborative efforts between the United Nations and the Association of Southeast Asian Nations in promoting decent work for all, including protection of migrant workers, skills recognition, skills development including digital and green skills, social protection, occupational safety and health, green jobs and inclusive employment, and in enhancing labour standards through effective labour inspection, labour market information systems, social dialogue and mainstreaming a gender perspective, with cooperation continuing to support regional studies, workshops and other activities of mutual interest;

Encourages the continued conduct of the two organizations’ secretariat-to-secretariat meeting to review the implementation of their Plan of Action (2021–2025), noting the most recent meeting, held on the sidelines of the seventy-ninth session of the General Assembly, in New York on 25 September 2024, and further encourages the frequent exchange of information between sectoral desk officers of the two Secretariats on programmes, activities and projects to explore potential partnerships in areas of mutual interest;

Requests the Secretary-General to submit to the General Assembly, at its eighty-first session, a report on the implementation of the present resolution;

Decides to include in the provisional agenda of its eighty-first session, under the item entitled “Cooperation between the United Nations and regional and other organizations”, the sub-item entitled “Cooperation between the United Nations and the Association of Southeast Asian Nations”.
