Takes note with appreciation of the final declaration of the fourteenth Conference of Heads of State and Government of the Community of Portuguese-speaking Countries, held in Sao Tome on 27 August 2023, on the theme, “Youth and sustainability in the Community of Portuguese-speaking Countries”, in which the Community has pledged not only to foster political dialogue, cooperation and shared solidarity, but also to advance the 2030 Agenda for Sustainable Development, while also urging member States to tackle youth unemployment through national policies and programmes that enhance employability, vocational training and synergies between education and employment sectors to support people in vulnerable situations;

Takes note with satisfaction of the twenty-eighth anniversary of the Community of Portuguese-speaking Countries;

Notes the adoption at the fourteenth Conference of Heads of State and Government of the Community of Portuguese-speaking Countries of the resolution on the Community Charter of Rights and Principles in Digital Environments, the creation of the Community network of focal points for human rights and the resolution on the sustainability of the Food and Nutrition Security Council of the Community;

Acknowledges the impact of extreme weather events and the importance of humanitarian assistance provided to countries of the Community of Portuguese-speaking Countries, and stresses the need to favour an articulated development-based and multidisciplinary approach in response to these phenomena in order to strengthen national capacities and address these adverse consequences in a swift and effective manner;

Also acknowledges the International Centre for Climate Research and Applications for the Community of Portuguese-speaking Countries and Africa, as a research centre of the Community, and notes that the Heads of State and Government of the Community of Portuguese-speaking Countries, at their fourteenth Conference, called for concerted and mobilizing action to affirm the ambitious climate and environmental policies at the global level;

Recalls the importance of the engagement of civil society in the activities of the Community of Portuguese-speaking Countries, taking into account the national legislation of each State member of the Community, and acknowledges that it can play an important role in advancing efforts in support of the implementation of all the Sustainable Development Goals and targets of the 2030 Agenda within the Community;

Also recalls the importance of the participation of the private sector in the implementation of the Sustainable Development Goals within the Community of Portuguese-speaking Countries through public-private partnerships, taking into account the national legislation of each member State, and further recalls the adoption of the resolution on the creation of the Community’s general objective of economic cooperation and the commitment of the Community to progressively consolidating a multilateral agenda for economic cooperation with a view to contributing to the economic and social development of its member States;

Welcomes the convening of the Summit of the Future on 22 and 23 September 2024 at United Nations Headquarters in New York, at which resolution 79/1 entitled “The Pact for the Future” and its annexes were adopted, which, inter alia, aim to protect the needs and interests of present and future generations, and, additionally, underscores the valuable contributions submitted by the Community of Portuguese-speaking Countries in shaping this framework, reinforcing the shared vision and collaborative efforts aimed at fostering a sustainable, inclusive and resilient future for all;

Acknowledges the commitment of the Community of Portuguese-speaking Countries to preserving and creating decent jobs, as well as income and productive capacity, by increasing multilateral action in capacity-building and through the sharing of experiences, networking initiatives and the development of partnerships in trade and investment promotion;

Welcomes the decision to expand the Plan of Action of the Strategic Programme for Cooperation in Health with activities that contribute specifically to the post-COVID‑19 mitigation and recovery process, and also welcomes the scientific and technical work carried out by the health networks of the Community of Portuguese-speaking Countries, namely the Network of National Institutes of Public Health and the Network of Public Health Schools, as well as the Community’s Human Milk Bank Network;

Notes with appreciation the adoption of the Charter of Rights and Principles in Digital Environments of the Community of Portuguese-speaking Countries, in Sao Tome on 19 July 2024, in which, in article 1.5, the Community condemns the malicious use of information and communications technologies, including the dissemination of illegal content and disinformation, and the unjustified interruption of Internet services, as well as reaffirms the commitment of States members of the Community to combating discrimination and preventing and eliminating all forms of violence and harassment, in digital contexts;

Notes the admission of Paraguay as a new associate observer and the admission as new consultative observers of the Brazilian Center for Research in Evaluation and Selection and Event Promotion, the Portuguese Football Federation, the Forum on Higher Education Management in Portuguese-speaking Countries and Regions, Mén Non – Association of Women from Sao Tome and Príncipe in Portugal, the Brazilian Society of Public Administration and the Union of Physicists of Portuguese-speaking Countries during the fourteenth Conference of Heads of State and Government of the Community of Portuguese-speaking Countries;

Also notes the admission as new consultative observers of the Associação Galega da Língua, the Portuguese Association of Water Resources, the Association of Chartered Financial Analysts Portugal (CFA Society Portugal), the National Council for Ethics in Life Sciences of Portugal, the Portuguese Gymnastics Federation, the Brazilian National Library Foundation, the Brazilian Institute of Family Law and the Institute of Social, Political and Economic Research of Brazil, during the twenty-ninth ordinary meeting of the Council of Ministers of the Community of Portuguese-speaking Countries, held in Sao Tome on 19 July 2024;

Stresses the importance of strengthening the cooperation between the Community of Portuguese-speaking Countries and United Nations specialized agencies and other entities and programmes, in particular the Office of the United Nations High Commissioner for Human Rights, the United Nations Educational, Scientific and Cultural Organization, the Food and Agriculture Organization of the United Nations, the International Fund for Agricultural Development, the United Nations Environment Programme, the United Nations Population Fund, the International Labour Organization, the International Organization for Migration, the World Intellectual Property Organization, the United Nations Office on Drugs and Crime, the United Nations Conference on Trade and Development, the World Health Organization, the Joint United Nations Programme on HIV/AIDS, the World Food Programme and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women);

Also stresses the importance of partnership and cooperation between the United Nations and other relevant organizations, including the Community of Portuguese-speaking Countries, to improve coordination and cooperation in peacebuilding and sustaining peace, in accordance with their respective mandates, to increase synergies and ensure the coherence and complementarity of such efforts;

Recalls its resolution 77/14, and acknowledges the important role played by the Peacebuilding Commission and its various configurations;

Requests the Secretary-General to submit to the General Assembly at its eighty-first session information on the implementation of the present resolution, including information not only with regard to procedure but also in relation to the budgetary implications of enhancing the role of the Portuguese language at the United Nations, on the understanding that this information shall not relate to the current arrangements and financing of the six official languages of the United Nations, in the context of the existing report of the Secretary-General on cooperation between the United Nations and regional and other organizations;

Decides to include in the provisional agenda of its eighty-first session, under the item entitled “Cooperation between the United Nations and regional and other organizations”, the sub-item entitled “Cooperation between the United Nations and the Community of Portuguese-speaking Countries”.
