Reaffirms that the staff of the United Nations is an invaluable asset of the Organization, and commends its contribution to furthering the purposes and principles of the United Nations;

Recalls paragraph 8 of the report of the Advisory Committee, and requests the Secretary-General to ensure that revisions to the Staff Regulations and Rules consistently respect the established hierarchy of norms of the United Nations, whereby the function of the Staff Regulations is to set broad policy and principles established in the Charter of the United Nations and by the General Assembly, while the Staff Rules should be uniform in the degree of detail provided so as to enable the operational provisions of the Regulations.
