Also welcomes the offer by Mexico to host the first Conference of States Parties to the Arms Trade Treaty in 2015;

Calls upon all States that have not yet done so to sign and, thereafter, according to their respective constitutional processes, ratify, accept or approve the Treaty at the earliest possible date;

Calls upon those States in a position to do so to provide technical and/or financial assistance to requesting States in order to promote the universalization and effective implementation of the Treaty;

Decides to remain seized of the matter.
