Requests the Secretary-General to make the fullest possible use of the facilities and equipment at the United Nations Logistics Base at Brindisi, Italy, in order to minimize the costs of procurement for the logistical support package;

Acknowledges with appreciation that the use of the logistics hub at Entebbe, Uganda, has been cost-effective and has resulted in savings for the United Nations, and welcomes the expansion of the logistics hub to provide logistical support to peacekeeping operations in the region and to contribute further to their enhanced efficiency and responsiveness, taking into account the ongoing efforts in this regard;

Requests the Secretary-General to ensure that proposed peacekeeping budgets are based on relevant legislative mandates;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions,Error: Reference source not found subject to the provisions of the present resolution, and requests the Secretary-General to ensure their full implementation;

Requests the Secretary-General to take appropriate measures to ensure effectiveness, efficiency and transparency with regard to the use of United Nations resources, bearing in mind the specific nature of the support package;

Estimates for the period from 1 July to 31 December 2009

Takes note of paragraph 20 of the report of the Advisory Committee on Administrative and Budgetary Questions;

Authorizes the Secretary-General to enter into commitments for the support of the African Union Mission in Somalia for the period from 1 July to 31 December 2009 in a total amount not exceeding 138,802,500 United States dollars;

Requests the Secretary-General to submit a full 2009/10 budget in a timely manner, with a view to taking a decision thereon no later than 31 October 2009;

Financing of the commitment authority

Decides to apportion among Member States the amount of 138,802,500 dollars for the period from 1 July to 31 December 2009, in accordance with the levels updated in General Assembly resolution 61/243 of 22 December 2006, and taking into account the scale of assessments for 2009, as set out in its resolution 61/237 of 22 December 2006;

Also decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 9 above, their respective share in the Tax Equalization Fund of 1,347,800 dollars, representing the estimated staff assessment income approved for the period from 1 July to 31 December 2009;

Estimates for the support account for peacekeeping operations and the United Nations Logistics Base for the period from 1 July 2009 to 30 June 2010

Further decides to appropriate to the Special Account for the support of the African Union Mission in Somalia the amount of 6,102,400 dollars for the period from 1 July 2009 to 30 June 2010, comprising 5,078,700 dollars for the support account for peacekeeping operations and 1,023,700 dollars for the United Nations Logistics Base;

Financing of the appropriation

Decides to apportion among Member States the amount of 6,102,400 dollars, in accordance with the levels updated in resolution 61/243, and taking into account the scale of assessments for 2009, as set out in resolution 61/237, and the scale of assessments for 2010;

Also decides that, in accordance with the provisions of its resolution 973 (X), there shall be set off against the apportionment among Member States, as provided for in paragraph 12 above, their respective share in the Tax Equalization Fund of 629,700 dollars, comprising the prorated share of 528,700 dollars of the estimated staff assessment income approved for the support account and the prorated share of 101,000 dollars of the estimated staff assessment income approved for the United Nations Logistics Base;

Invites voluntary contributions to the Trust Fund in Support of the African Union Mission to Somalia;

Decides to include in the provisional agenda of its sixty-fourth session the item entitled “Financing of activities arising from Security Council resolution 1863 (2009)”.
