Requests the Secretary-General to entrust the Head of Operation with the task of formulating future budget proposals in full accordance with the provisions of General Assembly resolutions 59/296 of 22 June 2005, 60/266 of 30 June 2006 and 61/276 of 29 June 2007, as well as other relevant resolutions;

Takes note of the status of contributions to the African Union-United Nations Hybrid Operation in Darfur as at 30 April 2009, including the contributions outstanding in the amount of 200.0 million United States dollars, representing some 8 per cent of the total assessed contributions, notes with concern that only thirty-seven Member States have paid their assessed contributions in full, and urges all other Member States, in particular those in arrears, to ensure payment of their outstanding assessed contributions;

Expresses its appreciation to those Member States which have paid their assessed contributions in full, and urges all other Member States to make every possible effort to ensure payment of their assessed contributions to the Operation in full;

Expresses concern at the financial situation with regard to peacekeeping activities, in particular as regards the reimbursements to troop contributors that bear additional burdens owing to overdue payments by Member States of their assessments;

Also expresses concern at the delay experienced by the Secretary-General in deploying and providing adequate resources to some recent peacekeeping missions, in particular those in Africa;

Emphasizes that all future and existing peacekeeping missions shall be given equal and non-discriminatory treatment in respect of financial and administrative arrangements;

Also emphasizes that all peacekeeping missions shall be provided with adequate resources for the effective and efficient discharge of their respective mandates;

Reiterates its request to the Secretary-General to make the fullest possible use of facilities and equipment at the United Nations Logistics Base at Brindisi, Italy, in order to minimize the costs of procurement for the Operation;

Acknowledges with appreciation that the use of the logistics hub in Entebbe, Uganda, has been cost-effective and has resulted in savings for the United Nations, and welcomes the expansion of the logistics hub to provide logistical support to peacekeeping operations in the region and to contribute further to their enhanced efficiency and responsiveness, taking into account the ongoing efforts in this regard;

Requests the Secretary-General to ensure that proposed peacekeeping budgets are based on the relevant legislative mandates;

Requests the Secretary-General to take steps to ensure that all personnel adhere fully to the security procedures in place;

Reaffirms section XX of resolution 61/276, and encourages the Secretary-General, where feasible, to enhance regional and inter-mission cooperation with a view to achieving greater synergies in the use of the resources of the Organization and the implementation of the mandates of the missions, while bearing in mind that individual missions are responsible for the preparation and implementation of their own budgets and for controlling their own assets and logistical operations;

Requests the Secretary-General to ensure the full implementation of the relevant provisions of its resolutions 59/296, 60/266 and 61/276;

Also requests the Secretary-General to take all action necessary to ensure that the Operation is administered with a maximum of efficiency and economy;

Requests the Secretary-General to ensure that the activities of the Child Protection Unit are carried out in an integrated manner and that its resource requirements are appropriately reflected in the next budget submission;

Stresses the importance of strengthened accountability in the Organization and of ensuring greater accountability of the Secretary-General to Member States, inter alia, for the effective and efficient implementation of legislative mandates on procurement and the related use of financial and human resources, as well as the provision of necessary information on procurement-related matters to enable Member States to make well-informed decisions;

Requests the Secretary-General to ensure that all procurement projects for the Organization are in full compliance with relevant resolutions;

Also requests the Secretary-General to ensure that lessons learned from the previous application of flexibility in administrative procedures are fully taken into account and to report thereon in the performance report on the Operation;

Further requests, in this regard, the Independent Audit Advisory Committee, in accordance with its terms of reference, to advise the General Assembly on measures to ensure the compliance of management with the audit and recommendations of the Office of Internal Oversight Services;

Budget report for the period from 1 July 2009 to 30 June 2010

Decides to appropriate to the Special Account for the African Union-United Nations Hybrid Operation in Darfur the amount of 1,669,397,800 dollars for the period from 1 July 2009 to 30 June 2010, inclusive of 1,598,942,200 dollars for the maintenance of the Operation, 58,636,200 dollars for the support account for peacekeeping operations and 11,819,400 dollars for the United Nations Logistics Base;

Financing of the appropriation

Also decides to apportion among Member States the amount of 139,116,483 dollars for the period from 1 to 31 July 2009, in accordance with the levels updated in General Assembly resolution 61/243 of 22 December 2006, and taking into account the scale of assessments for 2009, as set out in its resolution 61/237 of 22 December 2006;

Further decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 26 above, their respective share in the Tax Equalization Fund of 2,694,308 dollars, comprising the estimated staff assessment income of 2,088,358 dollars approved for the Operation, the prorated share of 508,700 dollars of the estimated staff assessment income approved for the support account and the prorated share of 97,250 dollars of the estimated staff assessment income approved for the United Nations Logistics Base;

Decides to apportion among Member States the amount of 1,530,281,317 dollars for the period from 1 August 2009 to 30 June 2010, at a monthly rate of 139,116,483 dollars, in accordance with the levels updated in resolution 61/243, and taking into account the scale of assessments for 2009, as set out in resolution 61/237, and for 2010, subject to a decision of the Security Council to extend the mandate of the Operation;

Also decides that, in accordance with the provisions of its resolution 973 (X), there shall be set off against the apportionment among Member States, as provided for in paragraph 28 above, their respective share in the Tax Equalization Fund of 29,637,392 dollars, comprising the estimated staff assessment income of 22,971,942 dollars approved for the Operation, the prorated share of 5,595,700 dollars of the estimated staff assessment income approved for the support account and the prorated share of 1,069,750 dollars of the estimated staff assessment income approved for the United Nations Logistics Base;

Emphasizes that no peacekeeping mission shall be financed by borrowing funds from other active peacekeeping missions;

Encourages the Secretary-General to continue to take additional measures to ensure the safety and security of all personnel participating in the Operation under the auspices of the United Nations, bearing in mind paragraphs 5 and 6 of Security Council resolution 1502 (2003) of 26 August 2003;

Invites voluntary contributions to the Operation in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure and practices established by the General Assembly;

Decides to include in the provisional agenda of its sixty-fourth session the item entitled “Financing of the African Union-United Nations Hybrid Operation in Darfur”.
