Strongly condemns the atrocious and deliberate attack on the United Nations Office in Baghdad on 19 August 2003, which killed fifteen United Nations staff members, the largest number ever in one incident, and seven others, and wounded more than one hundred persons;

Pays special tribute to Sergio Vieira de Mello, the United Nations High Commissioner for Human Rights and Special Representative of the Secretary-General for Iraq, and his colleagues who perished in this senseless tragedy;
