Takes note of the status of contributions to the United Nations Iraq-Kuwait Observation Mission as at 12 June 1995, including the contributions outstanding in the amount of 27,668,567 United States dollars;

Expresses its continued appreciation for the decision of the Government of Kuwait to defray two thirds of the cost of the Observation Mission, effective 1 November 1993;

Endorses the observations and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions; 2/

Requests the Secretary-General to take all necessary action to ensure that the Observation Mission is administered with a maximum of efficiency and economy;

Urges all Member States to make every possible effort to ensure payment of their assessed contributions to the Observation Mission promptly and in full;

Decides to appropriate to the Special Account referred to in General Assembly resolution 45/260 an amount of 11,748,800 dollars gross (10,625,600 dollars net) authorized by the Assembly in paragraph 17 of its resolution 48/242 for the maintenance of the Observation Mission for the period from 1 May to 31 October 1994;

Decides also, as an ad hoc arrangement, to apportion the amount of 11,748,800 dollars gross (10,625,600 dollars net), inclusive of the amount of 11 million dollars gross (9,876,800 dollars net) already apportioned among Member States in accordance with paragraph 17 of General Assembly resolution 48/242;

Decides further that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, the credits already given to Member States totalling 1,123,200 dollars against the apportionment as provided for in paragraph 8 above represent their respective share in the Tax Equalization Fund of the estimated staff assessment income for the period from 1 May to 31 October 1994 approved for the Observation Mission;

Approves the amount of 43 million dollars gross (41,279,200 dollars net) for the maintenance of the Observation Mission for the period from 1 November 1994 to 30 June 1995, two thirds of this amount, equivalent to 27,519,500 dollars, to be funded from voluntary contributions from the Government of Kuwait;

Decides to appropriate the amount of 15,480,500 dollars gross (13,759,700 dollars net), equivalent to one third of the cost of the maintenance of the Observation Mission for the period from 1 November 1994 to 30 June 1995, inclusive of the amount of 9,133,600 dollars gross (8,777,900 dollars net) authorized and apportioned, under the terms of paragraph 18 of General Assembly resolution 48/242 and decision 49/477;

Decides also, as an ad hoc arrangement, to apportion the amount of 6,346,900 dollars gross (4,981,800 dollars net) for the period from 1 November 1994 to 30 June 1995 among Member States, taking into account the amount of 9,133,600 dollars gross (8,777,900 dollars net) already apportioned among Member States in accordance with paragraph 18 of General Assembly resolution 48/242, in accordance with the composition of groups set out in paragraphs 3 and 4 of Assembly resolution 43/232 of 1 March 1989, as adjusted by the Assembly in its resolutions 44/192 B of 21 December 1989, 45/269 of 27 August 1991, 46/198 A of 20 December 1991 and 47/218 A of 23 December 1992 and its decision 48/472 A of 23 December 1993, and taking into account the scale of assessments for the years 1995, 1996 and 1997 as set out in Assembly resolution 49/19 B of 23 December 1994;

Decides further that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 12 above, their respective share in the Tax Equalization Fund of the additional estimated staff assessment income of 1,365,100 dollars approved for the period from 1 November 1994 to 30 June 1995;

Decides to set off against the apportionment among Member States for the period from 1 November 1994 to 30 June 1995 their respective share in the remaining portion of the one-third share of the unencumbered balance for the period from 1 November 1993 to 31 October 1994, equivalent to 1,237,600 dollars gross (1,065,900 dollars net), taking into account the amount of 2.6 million dollars already credited to Member States against the amounts of their apportionment for the period from 1 November 1994 to 31 March 1995, the remaining portion of the unencumbered balance to be credited to the Government of Kuwait;

Approves the amount of 60 million dollars gross (57,386,000 dollars net) for the maintenance of the Observation Mission from 1 July 1995 to 30 June 1996, two thirds of this amount, equivalent to 38,257,300 dollars, to be funded from voluntary contributions from the Government of Kuwait, subject to the review by the Security Council with regard to the question of termination or continuation of the Observation Mission;

Authorizes the Secretary-General to enter into commitments in the amount of 1,811,900 dollars gross (1,594,100 dollars net) per month, equivalent to one third of the cost of the maintenance of the Observation Mission, and the apportionment thereof in accordance with the scheme set out in the present resolution, in addition to the two-thirds share of 3,188,100 dollars per month to be met through voluntary contributions from the Government of Kuwait for the period from 1 July 1995 to 30 June 1996, subject to the review by the Security Council;

Invites voluntary contributions to the Observation Mission in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure established by the General Assembly in its resolutions 43/230 of

21 December 1988, 44/192 A of 21 December 1989 and 45/258 of 3 May 1991;

Decides to include in the provisional agenda of its fiftieth session, under the item entitled "Financing of the activities arising from Security Council resolution 687 (1991)" the sub-item entitled "United Nations Iraq-Kuwait Observation Mission".
