Takes note of the status of contributions to the United Nations Peace-keeping Force in Cyprus as at 14 December 1994, including the contributions outstanding in the amount of 8,227,668 United States dollars , and urges all Member States concerned to make every possible effort to ensure the payment of their outstanding assessed contributions;

Expresses concern about the financial situation with regard to peace-keeping activities, particularly as regards the reimbursement of troop contributors, due to overdue payments by Member States of their assessments, particularly Member States in arrears;

Urges all Member States to make every possible effort to ensure payment of their assessed contributions to the Force promptly and in full;

Endorses the observations and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions; 2/

Requests the Secretary-General to take all necessary action to ensure that the Force is administered with a maximum of efficiency and economy;

Decides to appropriate to the Special Account for the United Nations Peace-keeping Force in Cyprus the amount of 11,950,000 dollars gross (11,507,700 dollars net), authorized and apportioned by the General Assembly in paragraph 16 of its resolution 48/244, for the maintenance of the Force for the period from 16 June to 31 December 1994;

Decides also to appropriate to the Special Account for the United Nations Peace-keeping Force in Cyprus the amount of 21,916,600 dollars gross (21,503,300 dollars net) for the period from 1 January to 30 June 1995, inclusive of the one-third share of the cost of the Force to be met through voluntary contributions from the Government of Cyprus and the annual pledge of 6.5 million dollars of the Government of Greece, subject to the decision of the Security Council to extend the mandate of the Force beyond 31 December 1994;

Decides further, as an ad hoc arrangement, to apportion the amount of 11,316,600 dollars gross (10,903,300 dollars net) among Member States for the period from 1 January to 30 June 1995, in accordance with the composition of groups set out in paragraphs 3 and 4 of General Assembly resolution 43/232 of 1 March 1989, as adjusted by the Assembly in its resolutions 44/192 B of 21 December 1989, 45/269 of 27 August 1991, 46/198 A of 20 December 1991, 47/218 A of 23 December 1992 and its decision 48/472 A of 23 December 1993, and taking into account the scale of assessments for the years 1995, 1996 and 1997, subject to the decision of the Security Council to extend the mandate of the Force beyond 31 December 1994 and the mandate periods to be decided upon by the Council;

Decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 8 above, their respective share in the Tax Equalization Fund of the estimated staff assessment income of 413,300 dollars approved for the Force for the period from 1 January to 30 June 1995;

Decides also that there shall be set off against the apportionment among Member States, as provided for in paragraph 8 above, their respective share in the unencumbered balances of 1,422,400 dollars gross (1,349,600 dollars net) in respect of the Force for the period from 16 December 1993 to 15 June 1994 and 249,900 dollars gross (190,900 dollars net) for the period from 16 June to 31 December 1994;

Decides further to appropriate to the Special Account for the United Nations Peace-keeping Force in Cyprus the amount of 43,472,300 dollars gross (42,645,700 dollars net) for the period from 1 July 1995 to 30 June 1996, inclusive of the one-third share of the cost of the Force to be met through voluntary contributions from the Government of Cyprus and the annual pledge of 6.5 million dollars of the Government of Greece, subject to the decision of the Security Council to extend the mandate of the Force beyond 30 June 1995 and the mandate periods to be decided upon by the Council;

Decides, as an ad hoc arrangement, to apportion the amount of 22,481,500 dollars gross (21,654,900 dollars net) among Member States for the period from 1 July 1995 to 30 June 1996, in accordance with the scheme set out in the present resolution, subject to the decision of the Security Council to extend the mandate of the Force beyond 30 June 1995, and the mandate periods to be decided upon by the Council;

Decides also that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 12 above, their respective share in the Tax Equalization Fund of the estimated staff assessment income of 826,600 dollars approved for the Force for the period from 1 July 1995 to 30 June 1996;

Requests the Secretary-General to submit to the General Assembly, through the Advisory Committee, by April 1995, a financial performance report for the Force for the period from 16 June to 31 December 1994;

Decides to continue to maintain as separate the account established for the period prior to 16 June 1993 for the Force, invites Member States to make voluntary contributions to that account, and requests the Secretary-General to continue his efforts in appealing for voluntary contributions to the account;

Takes note of the proposals of the Secretary-General contained in paragraphs 25 and 29 (d) of his report 1/ for dealing with the problem of the outstanding balance due to the troop contributors for the period prior to 16 June 1993, and urges all Member States to consider making voluntary contributions to the Special Account established for this purpose;

Invites voluntary contributions to the Force in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure established by the General Assembly in its resolutions 43/230 of 21 December 1988, 44/192 A of 21 December 1989 and 45/258 of 3 May 1991;

Decides to include in the provisional agenda of its fiftieth session the item entitled "Financing of the United Nations Peace-keeping Force in Cyprus".
