Takes note of the status of contributions to the Force as at 20 December 1994, including the contributions outstanding in the amount of 660,524,218 United States dollars, and urges all Member States concerned to make every possible effort to ensure the payment of their outstanding assessed contributions;

Expresses concern about the financial situation with regard to peace-keeping activities, particularly as regards the reimbursement of troop contributors, due to overdue payments by Member States of their assessments, particularly Member States in arrears;

Urges all Member States to make every possible effort to ensure the payment of their assessed contributions to the Force promptly and in full;

Endorses the observations and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions, 2/ subject to the provisions of the present resolution;

Also endorses the recommendation of the Advisory Committee contained in paragraph 42 of its report regarding the use of international contractual personnel in the Force, pending a further examination by the General Assembly of this issue, and on the understanding that the recommendation will be applied with the necessary flexibility to ensure that operational requirements are met;

Notes that the thorough and independent investigation and evaluation of the use of international contractual personnel in the Force called for by the Advisory Committee in paragraph 72 of its report on the administrative and budgetary aspects of the financing of the United Nations peace-keeping operations is currently being conducted by the Office of Internal Oversight Services, and requests that the results of this study be submitted to the General Assembly in order to enable it to take a decision on this issue at its resumed forty-ninth session;

Requests the Secretary-General to entrust the Office of Internal Oversight Services with undertaking an independent and thorough review of the management structure in the civilian staff component of the Force, and to report thereon to the General Assembly before the end of its resumed forty-ninth session;

Also requests the Secretary-General to review the policy governing the personal use of United Nations vehicles in peace-keeping operations with a view to ensuring tighter control of such use and speedy reimbursement to the United Nations where applicable, and to report thereon to the General Assembly at its fiftieth session;

Further requests the Secretary-General to strengthen the control, monitoring and reporting procedures within the Force in order to allow increased delegation of financial authority from the Chief Administrative Officer to the sector administrative officers;

Requests the Secretary-General to take all necessary action to ensure that the Force is administered with a maximum of efficiency and economy;

Decides to appropriate to the Special Account referred to in General Assembly resolution 46/233 a total amount of 927,779,200 dollars gross (921,963,600 dollars net) for the operation of the Force for the period from 1 October 1994 to 31 March 1995, inclusive of the amount of 280 million dollars gross (277,557,600 dollars net) authorized for the period from 1 October to 30 November 1994 under the provisions of Assembly resolution 48/238 B and the amount of 140 million dollars gross (138,778,800 dollars net) authorized for the period from 1 to 31 December 1994 by the Assembly in its decision 49/413;

Decides also, as an ad hoc arrangement, and taking into account the amount of 280 million dollars gross (277,557,600 dollars net) already apportioned in accordance with General Assembly resolution 48/238 B, to apportion the additional amount of 647,779,200 dollars gross (644,406,000 dollars net) for the period from 1 October 1994 to 31 March 1995 among Member States in accordance with the composition of groups set out in paragraphs 3 and 4 of Assembly resolution 43/232 of 1 March 1989, as adjusted by the Assembly in its resolutions 44/192 B of 21 December 1989, 45/269 of 27 August 1991, 46/198 A of 20 December 1991 and 47/218 A of 23 December 1992 and its decision 48/472 A of 23 December 1993, the scale of assessments for the year 1994 to be applied against a portion thereof, that is, 327,448,826 dollars gross (325,743,692 dollars net), which is the amount pertaining on a pro rata basis to the period ending 31 December 1994, and the scale of assessments for the year 1995 to be applied against the balance, that is, 320,330,374 dollars gross (318,662,308 dollars net), for the period from 1 January to 31 March 1995, inclusive;

Decides further that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 13 above, their respective share in the Tax Equalization Fund of the estimated additional staff assessment income of 3,373,200 dollars approved for the Force for the period from 1 October 1994 to 31 March 1995, inclusive; 1,705,134 dollars being the amount pertaining on a pro rata basis to the period ending 31 December 1994, and the balance, that is, 1,668,066 dollars, for the period from 1 January to 31 March 1995, inclusive;

Decides that there shall be set off against the apportionment among Member States, as provided for in paragraph 13 above, their respective share in the unencumbered balance of 4,942,780 dollars gross (4,452,380 dollars net) in respect of the period from 1 April 1993 to 31 March 1994;

Decides also, with regard to the period beyond 31 March 1995, to authorize the Secretary-General to enter into commitments at a monthly rate not to exceed 134,731,500 dollars gross (133,702,200 dollars net) for the three-month period from 1 April to 30 June 1995 in connection with the maintenance of the Force, the amount of 404,194,500 dollars gross (401,106,600 dollars net) to be apportioned in accordance with the scheme set out in the present resolution, subject to the decision of the Security Council to extend the mandate of the Force beyond 31 March 1995 and with the prior concurrence of the Advisory Committee as to the exact amount to be committed;

Requests the Secretary-General, by 15 May 1995 at the latest, to prepare, as an exceptional measure and with a view to facilitating the budgetary review process for the Force, budget proposals for the periods from 1 April to 30 June 1995 and from 1 July to 31 December 1995;

Also requests the Secretary-General to submit to the General Assembly, in the context of the proposals mentioned in paragraph 17 above, a performance report for the period ending 31 December 1994 and such performance data as are available for the further period ending 31 March 1995;

Invites voluntary contributions to the Force in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure established by the General Assembly in its resolutions 43/230 of 21 December 1988, 44/192 A of 21 December 1989 and 45/258 of 3 May 1991.
