Approves an appropriation of 19,266,000 United States dollars under section 4 (Peace-keeping operations and special missions) of the programme budget for the biennium 1994-1995, and an appropriation of 1,464,200 dollars under section 28 (Staff assessment), to be offset by income in the same amount under income section 1 (Income from staff assessment);

Requests the Secretary-General to submit to the General Assembly a full final performance report relating to the final expenditures of the United Nations Observer Mission in South Africa and to the activities budgeted and implemented;

Also requests the Secretary-General to include in the next report detailed financial statements of the Observer Mission and an inventory of assets, including information concerning their final disposition, and to assess the experiences and budget performance of the Mission with a view to formulating recommendations for similar future operations;

II.AGREEMENT RELATING TO THE IMPLEMENTATION OF PART XI OF

THE UNITED NATIONS CONVENTION ON THE LAW OF THE SEA OF

10 DECEMBER 1982

Having considered the report of the Secretary-General and the report of the Advisory Committee on Administrative and Budgetary Questions,

Concurs in the observations of the Advisory Committee on Administrative and Budgetary Questions as contained in paragraphs 2 to 4 of its report; 3/

Approves an additional appropriation of 776,000 dollars under section 32 (International Seabed Authority) of the programme budget for the biennium 1994-1995, 1/ offset by a reduction in the same amount under section 7 (Legal activities);

Decides that, should additional resource requirements arise, the General Assembly would consider whether to authorize the Secretary-General to enter into related commitments, as appropriate;

III.HUMAN RIGHTS

Having considered the report of the Secretary-General, the related report of the Advisory Committee on Administrative and Budgetary Questions, and the views of Member States expressed in the Fifth Committee of the General Assembly at its forty-ninth session,

Reaffirming the important role of the Advisory Committee in the budgetary process,

Reiterating the importance of following strictly the normal procedures of budgetary approval,

Decides to appropriate, on an exceptional basis, an amount of 4,473,000 dollars under section 21 (Human rights) of the programme budget for the biennium 1994-1995, 1/ on the understanding that the posts requested by the Secretary-General in his report 4/ for the Office of the United Nations High Commissioner for Human Rights, the Centre for Human Rights and the United Nations human rights presence in Cambodia are approved on a temporary basis and that all these posts shall be subject to a detailed review by the Advisory Committee on Administrative and Budgetary Questions and by the General Assembly at the earliest opportunity at its resumed forty-ninth session;

Also decides to appropriate an amount of 1,022,900 dollars under section 28 (Staff assessment), to be offset by an increase in the same amount under income section 1 (Income from staff assessment);

Requests the Secretary-General to provide justification for the establishment of the posts on a permanent basis and an explanation with regard to the observations and recommendations contained in the report of the Advisory Committee 5/ to the General Assembly for consideration during its resumed forty-ninth session;

IV.REVISED ESTIMATES UNDER SECTIONS 3A, 3B, 3C, 4, 8,

15, 24 AND 28 AND INCOME SECTION 1

Approves the continuation of six temporary posts for the servicing of the Security Council sanctions committees, with the related costs to be met from resources currently appropriated under section 3 (Political affairs), of the programme budget for the biennium 1994-1995; 1/

Decides to accept the redeployment of 576,600 dollars from section 3 to section 8 (Department for Policy Coordination and Sustainable Development) of the programme budget for the biennium 1994-1995 for activities related to the international convention to combat desertification as proposed by the Secretary-General in his report, subject to review and adjustment by the Advisory Committee on Administrative and Budgetary Questions and the General Assembly;

Also decides to consider the remaining proposals of the Secretary-General at the resumed forty-ninth session on the basis of the report of the Advisory Committee referred to in paragraph 4 of its report;

V.AFRICA: CRITICAL ECONOMIC SITUATION, RECOVERY AND

DEVELOPMENT

Recalling its resolution 48/260 of 14 July 1994, in which it requested the Secretary-General to prepare a draft programme budget section to include the activities mandated under programme 45 of the medium-term plan for the period 1992-1997, entitled "Africa: critical economic situation, recovery and development",

Having considered the supplementary report of the Secretary-General,

Taking note of the report of the Secretary-General and the related report of the Advisory Committee on Administrative and Budgetary Questions,

Decides to accept the redeployment of 428,500 dollars from section 3 to section 8 of the programme budget for the biennium 1994-1995, 1/ as proposed by the Secretary-General;

Requests the Secretary-General to review his proposal for additional resources in the light of the comments of Member States in the Fifth Committee of the General Assembly at its forty-ninth session and of the Advisory Committee on Administrative and Budgetary Questions, and to submit it through the Committee for Programme and Coordination and the Advisory Committee in the context of the proposed programme budget for the biennium 1996-1997;

Also requests the Secretary-General to prepare a draft budget section containing his proposals, for implementation during the biennium 1996-1997, for activities mandated under programme 45 of the medium-term plan for the period 1992-1997, entitled "Africa: critical economic situation, recovery and development", taking into account the views expressed by Member States in the Fifth Committee of the General Assembly at its forty-ninth session and those of the Advisory Committee, and to submit it through the Committee for Programme and Coordination and the Advisory Committee to the General Assembly at its fiftieth session;

VI.FIRST PERFORMANCE REPORT

Takes note of the report of the Secretary-General and the related report of the Advisory Committee on Administrative and Budgetary Questions;

Approves a net decrease of 21,036,900 dollars in the appropriations approved in the programme budget for the biennium 1994-1995, 1/ and a net decrease of 49,085,100 dollars in the estimates of income for the biennium 1994-1995, to be apportioned among expenditure and income sections as indicated in the report of the Secretary-General;

VII.CONTINGENCY FUND

Notes that a balance of 1,362,800 dollars remains in the contingency fund.
