Approves the launching by the Secretary-General of a further process of restructuring and streamlining of the Secretariat, in the exercise of his responsibilities as Chief Administrative Officer of the United Nations, in the framework of the Charter of the United Nations and the relevant resolutions of the General Assembly;

Takes note of positive actions undertaken by the Secretary-General as set out in his document of 21 February 199219 as a first phase of that process;

Decides that the restructuring of the Secretariat is a vital part of the reform and revitalization of the United Nations and should be aimed at:

Enhancing the capacity of the United Nations in the maintenance of international peace and security and in the area of economic and social development, which is of vital concern to the membership as a whole and in particular to the developing countries;

Ensuring effective implementation of the objectives of the Charter and of the mandates entrusted by the policy-making organs, taking into account the medium-term plan for the period 1992-1997 adopted by the General Assembly;20

Ensuring transparency in recruitment procedures and practices, including those for senior posts;

Ensuring that the highest standards of efficiency, competence and integrity are the paramount considerations in the recruitment and performance of international civil servants;

Ensuring a more effective application of the principle that the recruitment of staff should be on as wide a geographical basis as possible and that, as a general rule, no national of a Member State should succeed a national of that State in a senior post and there should be no monopoly on senior posts by nationals of any State or group of States;

Improving the representation and the status of women in the Secretariat, in particular its higher echelons;

Ensuring the exclusively international character of the staff as set out in the relevant Articles of the Charter and the Staff Rules and Regulations of the United Nations;

Rationalizing the structure of the Secretariat by dividing its major activities along functional lines in a way that would group them into a limited number of consolidated departments to enable more efficient supervision and control by the Secretary-General and to avoid duplication and enhance the coordination and streamlining of the activities in each sector;

Calls upon Member States to provide the conditions for the effective functioning of the Organization, in particular through the fulfilment of their financial obligations as set out in the Charter;

Requests the Secretary-General to submit to the General Assembly at the earliest opportunity a report on the programmatic impact as well as the financial implications of organizational changes involved in his initiatives and the progress attained in accordance with the present resolution.
