Noting the increased importance of the role of the Or ganization in peace-keeping and other related activities,

Having considered the report of the Secretary-General on the analysis of the financial situation of the United Na tions, 81 and the related report of the Advisory Committee on Administrative and Budgetary Questions,78

Noting with concern that the short-term deficit of the Or ganization, although marginally reduced during the year, is expected to reach approximately 315 million United States dollars as at 31 December 1989,

Concerned at the precarious financial situation of all peace-keeping operations and

noting that troop contributing Member States, including the developing country troop contributors of past and present peace

keeping operations, have borne most of the burden of the deficit,

Noting with concern long delays in and partial payments and non-payment of assessed contributions to past and current peace-keeping operations,

Reiterating earlier appeals to Member States, without prejudice to their position of principle, to make voluntary contributions to the Special Account referred to in annex VI to the report of the Secretary-General on the analysis of the financial situation of the United Nations,

Taking note of the proposal of the Secretary-General in paragraph 29 of his report on the analysis of the financial situation of the United Nations to increase the level of the Working Capital Fund,

Taking into account the views expressed by Member States in the Fifth Committee during the forty-fourth ses sion,

Reaffirms its commitment to seek a comprehensive and generally acceptable solution to the financial prob lems of the United Nations, based on the principle of the collective financial responsibility of Member States and in strict compliance with the Charter of the United Nations;

Urges all Member States to meet their financial obli gations under the Charter by paying promptly and in full all assessed contributions and advances to the Working Capital Fund;

Requests the Secretary-General, in addition to send ing his official communications to the permanent repre sentatives of Member States, to approach, as and when ap propriate, the Governments of Member States for the purpose of encouraging expeditious payment in full of all outstanding assessed contributions to all peace-keeping operations, as well as seeking further voluntary contribu tions for peace-keeping operations;

Expresses its appreciation to all Member States that 4. pay their assessed contributions in full within thirty days of the receipt of the Secretary-General's communication, in accordance with regulation 5.4 of the Financial Regula tions of the United Nations;

Requests the Negotiating Committee on the Finan cial Emergency of the United Nations to keep the financial situation of the Organization under review and to report, as and when appropriate, to the General Assembly;

Concurs with the recommendation of the Advisory Committee on Administrative and Budgetary Questions in paragraph 12 of its report;78

Requests the Secretary-General to submit a report on the financial emergency of the United Nations to the 1990, including therein a comprehensive analysis of the fi nancial situation of the United Nations and results of his efforts in implementation of paragraph 3 of the present resolution.
