Reiterates its commendation of the manner in which, as described in the above-mentioned reports, the World Disarmament Campaign has been geared by the Secretary-General in order to guarantee "the widest possi ble dissemination of information and unimpeded access for all sectors of the public to a broad range of information and opinions on questions of arms limitation and disarma ment and the dangers relating to all aspects of the arms race and war, in particular nuclear war";88 2.
Recalls that, as was also agreed by consensus in the Concluding Document of the Twelfth Special Session of the General Assembly, the second special session devoted to disarmament, it is likewise an essential requisite for the universality of the Campaign that it receive the co Pperation and participation of all States;88 3.
Endorses once more the statement made by the Sec retary-General on the occasion of the Third United Na tions Pled W,ing Conference for the World Disarmament Campaign g to the effect that such co-operation implies that adequate funds be made available and that conse-
quently the criterion of universality also applies to pledges, since a campaign without world-wide participa tion and funding will have difficulty in reflecting this prin ciple in its implementation;

UrgesStates that have not yet done so, especially those with the largest military expenditures, to make an initial financial contribution to the Campaign;

Decides that at its forty-fifth session there should be an eighth United Nations Pledging Conference for the World Disarmament Campaign, and expresses the hope that on that occasion all those Member States that have not yet announced any voluntary contributions will do so,
bearing in mind the objectives of the Third Disarmament Decade and the need to ensure its success:

Reiterates its recommendation that the voluntary contributions made by Member States to the World Disar mament Campaign Voluntary Trust Fund should not be earmarked for specific activities inasmuch as it is most desirable that the Secretary-General enjoy full freedom to take the decisions he deems fit within the framework of the Campaign previously approved by the General Assembly and in exercise of the powers vested in him in connection with the Campaign;

Notes with appreciation that the Secretary-General has given permanent character to his instructions to the United Nations information centres and regional commis sions to give wide publicity to the Campaign and, when ever necessary, to adapt, as far as possible, United Nations information materials to local languages;

Requeststhe Secretary-General to submit to the General Assembly at its forty-fifth session a report cover ing both the implementation of the programme of activi ties of the Campaign by the United Nations system during 1990 and the programme of activities contemplated by the system for 1991;

Also requeststhe Secretary-General to assess the achievements and shortcomings of the World Disarma ment Campaign so far and to submit a brief report in this regard to the General Assembly at its forty-fifth session;

Decides to include in the provisional agenda of its forty-fifth session the item entitled "World Disarmament Campaign".
