Stresses the important role oíthe Universal Declaral. tion of Human Rights in encouraging Member States to enshrine the principies of the inherent dignity and of the equal and inalienable rights of ali members of the human family in national constitutions and laws;

Notes with satisfaction the progress made so far in the field of human rights, including standard setting and codification, since the proclamation of the Declaration and reaffirms its commitment to further progress in this respect;

Reaffirms the importance of the observance and efíective implementation of universally recognized standards in the field of human rights as contained in international human rights instruments;

Invites the Commission on Human Rights to consider a programme of action in the field of human rights, including:

Measures to promote the univeral ratification of or accession to United Nations instruments in the field ofhuman rights and to strengthen United Nations machinery for the promotion and protection ofhuman rights and fundamental freedoms enshrined in the Declaration;

Activities to develop human rights institutions and infrastructures, drawing upon the assistance ofthe United Nations programme of advisory services in the field of human rights, including the Voluntary Fund for Advisory Services and Technical Assistance in the Field of Human Rights, and drawing also upon the relevant capabilities of the specialized agencies in this field, and other available multilateral and bilateral assistance;

Activities in the area of public information as may be determined by the Commission in considering the world campaign for human rights;

Measures to enhance national and existing regional institutions for the promotion of human rights, through

appropriate edm:ational, judicial, legal and other channels, including direct contact among them;

Invites Member States, the specialized agencies and intergovernmental organizations to draw upon the contributions of non-governmental organizations concerned with the promotion and protection of human rights and fundamental freedoms for the achievement of the above programme of action;

Requests the Secretary-General to submit to the General Assembly at its forty-eighth session a report on the activities undertaken in pursuance of the present resolution;

Decides to include in the provisional agenda of its forty-eighth session an item entitled "Forty-fifth anniversary of the Universal Declaration of Human Rights".
