Strongly reaffirms the fundamental nature of the function of the United Nations High Commissioner for Refugees to provide intemational protection and the need for Govemments to co-operate fully with his Office in order to facilitate the etfective exercise of this function, in particular by acceding to and implementing the relevant intemational and regional refugee instruments and by scrupulously observing the principies of asylum and nonrefoulement;

Notes with particular concern the continued violation of the principie of non-refoulement in certain situations, and stresses the need to strengthen measures to protect refugees against such action;
