Urges that the fortieth anniversary of the United Nations Children's Fund be observed by intensifying the ongoing efforts towards attaining the objectives relating to children envisaged in the lntemational Development Strategy for the Third United Nations Development Decade 124 and notes the important role of the child survival and child development strategy in meeting those objectives;

Notes that "Children first" has been adopted by the Executive Board ofthe United Nations Children's Fundas the umbrella theme for the observance ofthe fortieth anniversary of the Fund;

Ca/Is upon the United Nations Children's Fund, with the participation of Govemments, the organizations of the United Nations system, non-govemmental organizations and individuals, to commemorate the fortieth anniversary of the Fund by reaffirming, through commitment and action, the responsibility of the intemational community for the survival and development of children;
