Appeals to ali Governments to increase their contributions so that, in the light of the current cconomic situation, the Fund may be able to strengthen its co-operation with developing countries and rcspond to thc urgent needs of children in those countries.

."\81176. Target for World Food Programme pledges for the period 1985-1986

J'he General Assemhly,

Recalling the provisions of its resolution 2095 (XX) of 20 December 1965 to the effect that the World Food Programme is to be reviewed before each pledging conference,

Recalling the provisions of paragraph 4 of its resolution 161202 of 17 December 1981 specifying that, subject to the review mentioned above, the next pledging conference '>hould be convencd, at the latest, early in 1984, at which time Governments and appropriate donor organizations '>hould be invited to pledge contributions for 1985 and 1 986 with a view to reaching such a target as may be then rccommended by the General .A.ssembly and the Conference of the Food and Agriculture Organization of the United Nations,

Noting that the review of the Programme was undertaken by the Committee on Food Aid Policies and Programmes ofthe World Food Programme at its fifteenth scssion and by the Economic and Social Council at its secnnd regular session of 1983,

Hai'ing considered Economic and Social Council resolut1on 1983/73 of 29 July 1983, as well as thc recommendations of the Committee on Food Aid Policies and Programmes. 131 Recogni::ing the value of multilateral food aid as fur- 11ished by the World Food Programme since its inception and the necessity for continuing its action both as a form oi' capital investment and for meeting emergency food nceds.

Estab/ishes for the two years 1985 and 1986 a target lor voluntary contributions to the World Food Programme of $1.35 billion. ofwhich not less than one third should be m cash and/or services in aggregate, and expresses the hope that such resources will be augmented by substantial additional contributions from other sources in recognition of the prospective volume of sound project requests and the capacity ofthe Programme to operate ata higher leve!;

Urges States Members of the United Nations and mcmbers and associate members ofthe Food and Agriculture Organization of the United Nations and appropriate donor organizations to make every effort to ensure the full attainment of thc target;

Requests the Secretary-General, in co-operation with the Director-General of the Food and Agriculture Organization ofthe United Nations, to convene a pledging conference for this purpose at United Nations Headquartcrs early in 1984:

Decides that, subject to the review provided for in Ucncral Asscmbly resolution 2095 (XX), the subsequent pledging conference, at which Govemments and appropriate donor organizations should be invited to pledge contributions for the biennium I 987-1988 with a view to reaching such a target as may be then recommended by the Assembly and the Conference ofthe Food and Agriculture Organization or thc United Nations, should be convened, at thc latest. early in 1986.
