Takes note with satisfaction of the report of the World Food Council on the work of its third session and expresses its appreciation to the Government and people of the Philippines for acting as host to the session and ensuring its outstanding success;

Highly commends the World Food Council for the important initiatives it has taken, as embodied in the Programme of Action to Eradicate Hunger and Malnutrition contained in the Manila Communiqué of the World Food Council, 10 inter alía, to increase food production in the developing countries, improve and ensure world food security, expand and improve food aid programmes, improve human nutrition and liberalize and improve food trade;

Adopts the Programme of Action to Eradicate Hunger and Malnutrition contained in the Manila Communiqué of the World Food Council;

Commends those Governments, organizations of the United Nations system and other bodies that have already taken steps or are taking steps to implement the programme of Action;

Calls upon all Governments, specialized agencies, organs and other bodies within and outside the United Nations system dealing with food, agriculture and human nutrition to implement thc Programme of Action fully and as a matter of urgency;

Requests the President of the World Food Council to work with the Governments and organizations referred to in paragraph 5 above to promote full implcmentation of the Programme of Action and, to this end, requests the Secretary-General to give the necessary assistanoe to the World Food Council;

Further calls upon all potential donors to announce before the end of 1977 their contributions to the international emergency reserve of cereals;

Urges ali Governmcnts and Unitcd Nations organizations and bodies-particularly the Food and Agriculture Organization of the United Nations as well as the United Nations Conference on Trade and Development, the United Nations Children's Fund. the United Nations Development Programme, the World Food Programme, the Consultative Group on Food Production a_nd Jnvestment in Dcveloping Countries, the Internat1onal Labour Organisation, the Unitcd Nations Educational, Scientific and Cultural Organization, the

W elcomes the fact that the programme activities of the United Nations University are now under way in all the three priority programme areas-world hunger, human and social development, and use and management of natural resources-and expresses the hope that the University will continue its efforts to produce tangible results as carly as possible and thus respond to the expectations of Member States;

Invites the United Nations University to make renewed efforts to reflect in the formulation of its programmes the urgent concerns of Member States and to follow dosely the important activities and conferences of relevant agencies and bodies of the United Nations system in order to develop co-operative and co-ordinated relationships with them;

Urges the United Nations University to continue to intensify its efforts to obtain financia! support from ali possible sources;

Appeals to all Member States to make substantial contributions to the Endowment Fund of the United Nations University and/or to give financia} and other support to specific programmes of the University;

Requests the Secretary-General, in consultation with the Rector of the United Nations University, the Council of the University and the Director-General of the United Nations Educational, Scicntific and Cultural Organization, to explore more effective means of raising funds and to submit a report to the General Assembly at its thirty-third session on the progress achieved in this regard.

Takes note with satisfaction of the report of the Secretary-General on assistance to the drought-stricken arcas of Ethiopia;

Requests the United Nations Disaster Relicf Co- 2. ordinator, the Administrator of the United Nations Development Programme. the United Nations Childrcn's Fund and othcr United Nations organizations and specialized agencies to continue and intensify thcir assistance to Ethiopia in its relief and rehabilitation efforts in their respective areas of competence and to implcment promptly the relevant provisions of General Asscmbly resolutions 3202 (S-VI) of 1 May 1974, 3441 (XXX) of 9 Decembcr 1975 and 31/172 of 21 Deccmbcr 1976 and Economic and Social Council resolutions 1833 (LVI), 1876 (LVII), 1971 (LIX) and 1986 (LX);
