efforts and pursuant to thc agreement of the General Assembly at its seventh special session and the International Development Strategy far the Second United Nations Development Decade, which envisage the attainment of thc O. 7 per cent official development assistance target by the end of the Decade, having in mind the form in which agreement was reached;

Further urges developed countries to implement the commitments made at the Conference on Intcrnational Economic Co-operation aimed at increasing their flows of official development assistance on both a bilateral and multilateral basis and at improving the terms of official development assistance flows in accordance with methods to be determined by each developed donar country and, in this regard, reiterates the following suggestions, made at the Conference on International Economic Co-operation to increase official development assistance flows:

To augment annually their official development assistance budgets by a specific percentage on a multiycar basis;
To set aside at Jeast 1 per cent of their annual ( b) gross national product increase expected to accrue to be devoted to augment official development assistancc flows;

To includc aid volume targets in their economic planning;
( d) To undertake long-range planning of aid budgets;

Requests developed countrics to take the appropriate measures to increase their flows of conccssional devclopment finance on a more continuous and predictable basis, bearing in mind thc measures set out in the report of the Secretary-Gencral;144 6.
Requests the Secretary-Gencral of the Unitcd Nations Confercncc on Trade and Development to consider thc question of the transfer of real resources to developing countries with due priority and to submit a progrcss rcport, together with comments of the Trade and Devclopmcnt Board, to the General Assembly at its thirty-third session;
