Takes note with satisfaction of the report of the Governing Council of the United Nations Environment Programme on the work of its fifth session;

Invites the governing bodies of all organizations within the United Nations system to take full account, within their terms of reference, of the decisions of the Governing Council and to ensure that those organizations review their programmes and budgets with a view to participating fully in the effective implementation of the environment programme;
