Urges Member States and the entire international communíty to make generous voluntary contributions to the United Nations Special Fund for Land-locked Developing countries in order to make it operational as soon as possiblc;

Authorizes the Administrator of the United Nations Development Programme to propose, in close collaboration with the Secretary-General of the United Nations Conference on Trade and Development, interim arrangements to implement the aims and purposes laid down in the statutc of the Fund until the Fund becomes operational, in the manner specified in General Assembly resolution 31 / 177, subject to approval of such arrangements by the Governing Council of the Programme.
