Requests the depositary govemments to open the Convention for signature and ratification at the earliest possible date;

Notes that any State may, on becoming a party t<? t~e C_onventi?n, declare that it will recognize as bmdmg, !n ~elation to a_ny other State accepting the same obligatlon, the dec1s1on of the Claims Commission concerning any dispute to which it may become a party;

Expresses its hope for the widest possible adherence to this Convention.
