Reafjitms the provisions of its resolutions 2445

and 2447 (XXIII) of 19 December 196~ on the education of youth in thc respect for human nghts and fundamental freedoms;

Takes note with appreciation of the report of t_he Secretary-General on that subject~ conta~ning the repli~s of Governments concerning the education of youth m the respect far human rights an_d fundamental freedoms and invites Governments wh1ch have not yet done so to reply thereon befare the twenty-fifth session of the General Assembly;

Affirms that it is important to undertake all necessary measures to:

Promote by all appropriate means the education of youth in the countries _and ~erritor_ies still und~r colonial and foreign occupatJon w1th a v1ew to exped1ting the prócess of decolonizati?n, liberation and ~elfdetermination in accordance w1th the relevant Umted Nations resolutions;

( b) Ensure that ed ucation in the countries and territories referred to in sub-paragraph (a) above is undertaken in complete respect for the national, religi<;>us and language traditions of the indigenous popul~t.1on and that its nature is not altered to serve pohtical purposes;

Appeals to youth to affirm solemnly its faith in international law and in the principies and objectives of the Charter of the United Nations which aim at the realization of world peace, friendly relations and cooperation among States, human rights and fundamental freedoms;

Invites the attention of Governments to their responsibility for maintaining a polic~ consistent with the principies of respect for human nghts and fundamental freedoms and of the effective struggle for peace and justice and for the elimination of colonialism, racism, apartheid and similar policies, thus safeguarding, inter alia, the faith of youth in these values;

Recommends to the Secretary-General that appropriate use should be made of ~he resour_ces ?f the United Nations programme of adv1sory serv1ces m the field of human rights for the achievement of the purposes of the present resolution and that in this _respect regional seminars on youth should be orgamzed as early as possible;

Recommends to Governments, the Secretary- General and the specialized agencies c?ncerned t_o. ~nsure a greater involvement of youth m the act1v1t1~s relating to the commemoration of the twenty-fifth anmversary of the United Nations and the observance of the International Education Year;

1. Endorses Economic and Social Council resolution 1407 (XL VI) of 5 June 1969 relating to longterm policies and programmes for youth in national development an~ notes with appreciation_ the_ Secretary- General's prelimmary report on that subiect;·i

Recommends that Governments, in formulating national youth policies, should ensure a more co-ordinated approach to meeting the needs and aspirations of youth;

Further recommends to Governments that, especially during the Second United Nations Development Decade, youth and youth organizations should be given :m appropriate opportunity to participate in the preparation and implementation of national development plans and in programmes of international co-operation;

Requests the Secretary-General and the specialized agencies engaged in various studies and programmes on the problems and needs of yout~ and its participation in national development to 1dent1fy separately the problems and needs of youth in the developed and developing countries and suggest possible solutions accordingl y;

Invites the attention of Governments, the United Nations organs and the specialized agencies concemed to the need for ensuring to youth equal and increased opportunities of access to education at all levels and to employment;

Urges the early completion of the studies on youth being undertaken by the Secretary-General, in particular the study being prepared in accordance with Economic and Social Council resolution 1407 (XLVI) and those included in the work programmes of the specialized agencies concemed;

Requests the Secretary-General, in connexion with the study referred to in paragraph 6 above, . to consider further the ways and means through wh1ch the United Nations can best serve the objectives of the

present resolution, in particular the measures to be taken to establish channels of communication with youth and intemational youth organizations, and to report thereon to the General Assembly as early as possible.
