The Secretary-General shall be authorized to transfer credits between sections of the hudget with the prior concurrence of the Advisory Committee on Administrative and Budgetary Questions ;

The appropriations for technical assistance programmes under part V shall be administered in accordance with the Financia! Regulations of the United Nations, except that the definition of obligations and the period of validity of obligations shall be in accordance with the procedures and practices established for the Technical Assistance component of the United Nations Development Programme;

The provisions under sections 1, 3, 5 and 11, in a total amount of $252,300 relating to the International N arcotics Control Board, shall be administered as a unit;

The provisions under sections 1, 3, 4, 5, 6 and 10, in a total amount of $632,700 relating to the United Nations Joint Staff Pension Board and the United Nations Staff Pension Committee, shall be administered in accordance with article XXVII of the Regulations of the United Nations J oint Staff Pension Fund;

In addi-tion to the appropriations voted under paragraph 1 above, an amount of $19,000 is appropria,ted from the accumulated income of the Library Endowment Fund for the purchase of books, periodicals, maps and library equipment and for such other expenses of the Library at the Palais des Nations as are in accordance with the objects and provisions of the endowment.

The income from staff assessment shall he credited to the Tax Equalization Fund in accordance with the provisions of General Assembly resolution 973 (X) of 15 December 1955;

Direct expenses of the United N ations Postal Administration, services to visitors, catering and related services, and the sale of publications, shall be charged against the income derived from those activities.

l. Budget appropriations totalling $US 154,915,250, together with supplementary appropnatlons for 1968 totalling $1,356,800,39 shall he financed in accordance with regulations 5.1 and 5.2 of the Financia! Regulations of the United Nations as follows:

As to $9,235,240, by income other than staff assessment approved under resolution B above;

( b) As to $3,280,256, by the amount available in the surplus account for the financia! year 1967;

As to $76,587, by contributions of new Member States far the financia! years 1967 and 1968;

As to $212,700,39 by the revised income other than staff assessment for 1968;
