Requests the Economic and Social Council at its resumed forty-first session, for the purpose of under-

taking t_he tasks enumerated in paragraph 2 below, to enlarge 1ts Committee for Programme and Co-ordination by five ~dditional Member States, to be designated by the Pres1dent of the General Assembly for a period not exceeding three years and with due regard to equitable geographical distribution; the enlarged Committee shall be responsibl: to the Assembly and, under its authority, to the Counc1l ;

Requests the enlarged Committee to undertake, as a matter of priority and in the light of the continuing

work of other United Nations bodies in the field of co-ordination, planning and evaluation, a review which would provide :

A clear and comprehensive picture of the existing operational and research activities oí the United N ations family oí organizations in the field of economic and social development and an assessment thereoí;

( b) On the basis of the data specified in sub-paragraph (a) above, recommendations on modificat_ions in existing activities, procedures and administrative arrangements which might be necessary and desirable in order to ensure :

The maximum concentration oí resources, at present and increasing levels, on programmes oí direct relevance to Member States ;

A flexible, prompt and effective response to the specific needs of individual countries and regions, as determined by them, within the limits of available resources ;

The mínimum burden on the administrative resources of Member States and of members of the United Nations family of organizations;

The evolution of an integrated system of longterm planning on a programme basis;

The institution of systematic procedures for evaluating the effectiveness of operational and research activities ;

Requests the additional members of the enlarged Committee, within one month of their designation, to appoint such experts as they may deem best qualified, on the basis of their familiarity with the work of the United Nations system in the field of development, to undertake the work entrusted to the enlarged Committee;

Requests the Secretary-General to utilize, as appropriate, voluntary services that may be offered to assist in the work of the enlarged Committee;

Further requests the Secretary-General, in consultation with all members of the United Nations family of organizations, to present to the enlarged Committee:

A report on the available documentation, containing basic information on the existing operational and research programmes and projects of the organizations in the field of economic and social development at the country, regional and headquarters level;

A report on the nature and amount of the funds available in 1965, 1966 and, as far a¡ possible, in 1967, to the United Nations family of organizations concerned with economic and social development ;

An outline for the preparation of a handbook containing an account of all procedures far requesting assistance from members of the United Nations family of organizations and the financia} and technical criteria according to which such assistance is provided;

( d) A complete inventory of regional, sub-regional, area, field and/or country representation of all the members of the U nited N ations family of organizations;

( e) A report on the stcps taken or contemplated by all members of the United N ations family of organizations to keep the Governing Council of the United Nations Development Programme and the Resident Representatives fully informed about the· technical assistance projects and programmes undertaken by them which are not financed by the U nited N ations Development Programme;

Authorizes the enlarged Committee, in the light of the information presented, to take whatever further steps it deems necessary to enable it to fulfil its task;

Requests the enlarged Committee to submit to the General Assembly at its twenty-second session, through the Economic and Social Council at its fortythird session, a preliminary report on the task entrusted to it under paragraph 2 (a) above;

Invites the Governments of Member States, the Secretary-General oí the U nited N ations, the executive heads of the specialized agencies and the International Atomic Energy Agency, the United Nations Development Programme, the United Nations Children's Fund, the World Food Programme and all other autonomous organizations and research institutions within the United N ations family to extend to the enlarged Committee their full co-operation and assistance.
