Considering that lasting solutions to the grave problems that confront humanity can he achieved only by understanding, mutual co-operation, and strengthening of international bw and its application in the relations among nations,

Rcrallin_(J its resolution 176 (II) of 21 November 1947 hy which it requested the Governments of Member States to takt' appropriate measures to extend the teaching of international bw in all its phases, including its development and codification, in universities and institutions of higher education,

Desirous of :iscertaining what additional means and resources could profitahly he employed in the accomplishment of the olijectives of resolution 176 (II),

Desirous of ensuring that these measures are also consultation with Member States, to study ways in designed to promote the dissemination and thorough which Members could be aided, through the United knowledge of international law, over and above its Nations system and other channels, in establishing and teaching in universities and institutions of higher developing such programmes, including in this context education,

the possibility of proclaiming a United Nations Decade

Confident that such measures would contribute to the of International Law dedicated to the dissemination of international law, and to report on the results of such progressive development of international law and to friendly relations and co-operation among States,

Decides to include in the provisional agenda of

Urges Member States to undertake broad programmes of training, including seminars, grants and its eighteenth session an item entitled "Technical assistance to promote the teaching, study, dissemination and exchanges of teachers, students and fellows, as well as exchanges of publications in the field of international wider appreciation of international law: report of the Secretary-General with a view to the strengthening law;

of the practical application of international law".

Requests the Secretary-General, together with the Director-General of the United Nations Educa-
