Decides to establish an ad hoe account for the expenses of the United Nations in the Congo;

Approves the recommendation of the Advisory Committcce on Administrative and Budgetary Questions contained in paragraph 18 of its report;

N ates that the waiver of airlift costs announced by certain Governments will reduce the level of expenses from the amount of $60 million recommended by the Advisory Committee on Administrative and Budgetary Questions to the amount of $48.5 million;

Decides that the amount of $48.5 million shall be apportioned among the Member States on the basis of the regular scale of assessment, subject to the provisions of paragraph S below ;

Decides further that the voluntary contributions already announced, in addition to those referred to in paragraph 3 above, shall be applied, at the request of the Member State concerned made prior to 31 March 1961, to reduce by up to SO per cent :
a
The assessment that the Member States which were aclmittl'd during- the fifteenth session of the General Assembly are required to pay for the financial year 1960 in accordance with Assembly resolution 1552 (XV) of lR Decernlwr 1960;
( b) The assessment of all other Member States receiving assistance during 1960 under the Expanded Programme of Technical Assistance, commencing with those States assessed at the minimum of 0.04 per cent and then including, in order, those States assessed at the next highest percentages until the total amount of the voluntary contributions has been fully applied;

Calls upon the former administering Power of the Republic of the Congo (Leopoldville) to make a substantial contribution, such a contribution to be applied to reduce further proportionally the assessment of Member States affected by the provisions of paragraph S (a) and (b) above.
