Urges the Administering Authorities to take expeditious measures on a planned basis aimed at the rapid development of indigenous civil and technical cadres and for the replacement of expatriate personnel by local officers ;

Draws the attention of the Administering Authorities to the facilities provided hy the United Nations under the programmes of technical assistance and public administration for training in administration and related functions, and requests them to make fuller use of these facilities ;

Requests the Secretary-General to prepare a report on the utilization hy the Administering Authorities of the facilities for training offered by the United Nations in this field and to suhmit it to the Trustee,hip Council at its twenty-sixth session.
