Recommends to the Administering Members that according to the requirements of the population of each Non-Self-Governing Territory, in co-operation with the United Nations Education, Scientific and Cultural Organization if necessary, they consider the formulation of plans, with targets and dates, for various aspects of educational development, including the establishment or extension of universal, free and compulsory primary education and general literacy ;
