Recognizes the ongoing development by the Office of the High Commissioner of an online repository pursuant to Human Rights Council resolution 54/28 of 12 October 2023, which will be integrated into the UN Human Rights Knowledge Gateway as a knowledge hub on technical cooperation and capacity-building activities in the implementation of universal periodic review recommendations upon the consent of the States concerned, and calls upon States, relevant United Nations agencies, funds and programmes, international and regional organizations, regional human rights mechanisms, national human rights institutions and civil society organizations to engage with the knowledge hub by regularly submitting and updating information in this area;

Decides that the annual thematic panel discussion under agenda item 10, pursuant to paragraphs 3 and 4 of Human Rights Council resolution 18/18 of 29 September 2011, will henceforth be held biennially starting from its sixty-second session, and that the theme at the said panel discussion will be “Technical cooperation and capacity-building in supporting States in the full and effective realization of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health”, and to make it fully accessible to persons with disabilities;

Requests the Office of the High Commissioner to prepare a report on technical cooperation and capacity-building activities, as well as related challenges and best practices, of States, the Office and other relevant stakeholders, including national human rights institutions, in helping States to fully and effectively realize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, based on contributions from States, relevant United Nations agencies and other stakeholders, and taking into account the outcome of the panel discussion, and to submit the report to the Human Rights Council at its sixty-sixth session;

Calls upon States to implement their human rights obligations, and also calls upon States, international human rights bodies and mechanisms, relevant international organizations, national human rights institutions, national mechanisms for implementation, reporting and follow-up and civil society to make use of the ideas and issues raised in the panel discussion and the above-mentioned report to enhance the efficiency, effectiveness and policy coherence of technical cooperation and capacity-building efforts and to build multi-stakeholder partnerships, in supporting States in the full and effective realization of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health.
