Welcomes the work of the Special Rapporteur on contemporary forms of slavery, including its causes and consequences and of the Special Rapporteur on trafficking in persons, especially women and children;

Also welcomes the steps taken by States to address contemporary forms of slavery and trafficking in persons;

Decides to merge the mandate of Special Rapporteur on contemporary forms of slavery, including its causes and consequences and the mandate of Special Rapporteur on trafficking in persons, especially women and children, and therefore also decides to establish one mandate that will operate under the title of Special Rapporteur on contemporary forms of slavery and trafficking in persons, for a period of three years;

Also decides that the Special Rapporteur on contemporary forms of slavery and trafficking in persons will examine and report on all contemporary forms of slavery and trafficking in persons as related yet distinct matters, as guided by Human Rights Council resolutions 26/8 of 26 June 2014 and 51/15 of 6 October 2022, and other resolutions on the mandate of Special Rapporteur on trafficking in persons, especially women and children and the mandate of Special Rapporteur on contemporary forms of slavery, including its causes and consequences;

Further decides that the new mandate holder on contemporary forms of slavery and trafficking in persons will start his or her functions on 1 May 2026 with the understanding that the current Special Rapporteur on trafficking in persons, especially women and children will continue her mandate until July 2026, and also decides that, during the transition period, the new mandate holder will not undertake activities relating to trafficking in persons until the conclusion of the mandate of the current Special Rapporteur on trafficking in persons, especially women and children;

Decides to renew the mandate of Special Rapporteur on contemporary forms of slavery, including its causes and consequences until the entry into function of the Special Rapporteur on contemporary forms of slavery and trafficking in persons, whereafter the mandate of Special Rapporteur on contemporary forms of slavery, including its causes and consequences will conclude;

Calls upon all Governments to cooperate with and assist the Special Rapporteur in the performance of mandated tasks and duties, including in respect of requests to visit their countries;

Encourages States to consider contributing to the United Nations voluntary trust fund on contemporary forms of slavery and the United Nations voluntary trust fund for victims of trafficking in persons, especially women and children;

Encourages the Special Rapporteur to cooperate fully and effectively with relevant stakeholders, including States, intergovernmental organizations, civil society, businesses and existing human rights mechanisms, the United Nations voluntary trust funds, the Inter-Agency Coordination Group against Trafficking in Persons and Alliance 8.7, taking full account of their contribution while avoiding duplication of their work;

Requests the Special Rapporteur to submit a report on the implementation of the mandate to the Human Rights Council and to the General Assembly in accordance with their annual programmes of work;

Requests the United Nations High Commissioner for Human Rights to ensure that the Special Rapporteur receives the resources necessary to enable the mandate holder to discharge the mandate fully;

Decides to continue its consideration of the issue of contemporary forms of slavery and trafficking in persons.
