Notes the rescheduling, to November 2021, of the third session of the Forum on Human Rights, Democracy and the Rule of Law with the theme, “Equal access to justice for all: a necessary element of democracy, rule of law and human rights protection”, owing to the restrictions imposed due to the COVID-19 pandemic;

Encourages States, with the cooperation of all stakeholders involved in the context of the COVID-19 recovery process, to promote good governance at all levels and to develop effective, accountable and transparent institutions and more responsive, inclusive, participatory and representative decision-making processes while also reaffirming their full commitment to the 2030 Agenda for Sustainable Development as a blueprint for building back better after the pandemic;

Decides that the theme of the fourth session of the Forum, to be held in 2022, will be “Strengthening democracies to build back better: challenges and opportunities”;

Also decides that participation in the fourth session of the Forum will be in accordance with the modalities set out by the Human Rights Council in its resolutions 28/14, 34/41 and 40/9;

Encourages States and all stakeholders to pay particular attention to promoting the broadest possible and most equitable participation in the Forum, with due regard for geographical and gender balance, and considering the participation of youth;

Requests the Secretary-General and the United Nations High Commissioner for Human Rights to continue to provide the Forum, at its fourth session, with all the necessary services and facilities, including interpretation in all official languages of the United Nations.
