At its 5th plenary meeting, on 24 September 2012, the General Assembly, on the proposal of its President, decided, without setting a precedent, to invite the Chair of the United Nations Commission on International Trade Law to make a statement at the high-level meeting on the rule of law at the national and international levels, held pursuant to resolution 66/102 of 9 December 2011.
