58/503. Adoption of the agenda and allocation of agenda items

At its 80th plenary meeting, on 9 February 2004, the General Assembly decided to reopen consideration of agenda item 19 entitled “Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples”, in order to consider expeditiously a request by Saint Vincent and the Grenadines.10

At the same meeting, the General Assembly decided to reopen consideration of agenda item 20 entitled “Support by the United Nations system of the efforts of Governments to promote and consolidate new or restored democracies”, in order to consider expeditiously a draft resolution.11

At its 82nd plenary meeting, on 7 April 2004, the General Assembly decided to reopen consideration of sub-item (b) of agenda item 39, entitled “Causes of conflict and the promotion of durable peace and sustainable development in Africa”, in order to hold a plenary meeting to commemorate the International Day of Reflection on the 1994 Genocide in Rwanda.12

At its 83rd plenary meeting, on 8 April 2004, the General Assembly, on the proposal of the Secretary-General,13 having waived the relevant provisions of rule 40 of its rules of procedure, decided to include in the agenda of its fifty-eighth session an additional item entitled “Financing of the United Nations Operation in Côte d’Ivoire” and to allocate it to the Fifth Committee.

At its 86th plenary meeting, on 6 May 2004, the General Assembly, on the proposal of the Secretary-General,14 having waived the relevant provisions of rule 40 of its rules of procedure, decided to include in the agenda of its fifty-eighth session an additional item entitled “Financing of the United Nations Stabilization Mission in Haiti” and to allocate it to the Fifth Committee.

Decisions adopted without reference to a Main Committee

At its 88th plenary meeting, on 24 May 2004, the General Assembly, on the recommendation of the General Committee as set forth in its fourth report,15 decided to include in the agenda of its fifty-eighth session an additional item entitled “International Year of Physics, 2005” and to consider it directly in plenary meeting.

At the same meeting, the General Assembly, also on the recommendation of the General Committee as set forth in its fourth report,15 decided to include in the agenda of its fiftyeighth session an additional sub-item entitled “Appointment of a member of the International Civil Service Commission” as sub-item (j) of agenda item 17 entitled “Appointments to fill vacancies in subsidiary organs and other appointments” and to allocate it to the Fifth Committee.

Also at the same meeting, the General Assembly, on the proposal of the Secretary-General,16 having waived the relevant provisions of rule 40 of its rules of procedures, decided to include in the agenda of its fifty-eighth session an additional item entitled “Financing of the United Nations Operation in Burundi” and to allocate it to the Fifth Committee.

At its 90th plenary meeting, on 10 June 2004, the General Assembly decided to reopen consideration of sub-item (d) of agenda item 94, entitled “Further implementation of the Programme of Action for the Sustainable Development of Small Island Developing States” and to consider it directly in plenary meeting in order to consider expeditiously a draft resolution.17 The Assembly further agreed to proceed immediately to its consideration.

At its 94th plenary meeting, on 10 September 2004, the General Assembly, on the recommendation of the General Committee as set forth in its fifth report,18 decided, in accordance with paragraph 2 (c) of the annex to resolution 58/316 of 1 July 2004, to submit to the Assembly at its forthcoming session section II of the report of the Secretary- General,19 entitled “Provisional agenda of the fifty-ninth regular session of the General Assembly organized under headings corresponding to the priorities of the Organization, as contained in the medium-term plan for the period 2002–2005”.

At the same meeting, the General Assembly, on the recommendation of the General Committee as set forth in its fifth report,18 also decided, in accordance with paragraph 5 (d) of the annex to resolution 58/316, to submit to the Assembly at its forthcoming session, annex I to the report of the Secretary- General,19 entitled “Draft programme of work of the plenary of the General Assembly at its fifty-ninth session”, as orally revised on the proposal of the representative of the Netherlands, on behalf of the European Union, that item 46 of the draft agenda, entitled “Integrated and coordinated implementation of and follow-up to the outcomes of the major United Nations conferences and summits in the economic, social and related fields”, should be considered jointly with item 56 of the draft agenda, entitled “Follow-up to the outcome of the Millenium Summit”.

At its 95th plenary meeting, on 13 September 2004, the General Assembly decided to consider agenda item 154, entitled “International Criminal Court”, directly in plenary meeting in order to consider expeditiously a draft resolution.20
