At its 77th plenary meeting, on 18 December 2002, the General Assembly, on the recommendation of the Third Committee,105 considering that 2003 will mark the fifty-fifth anniversary of the Universal Declaration of Human Rights,106

bearing in mind the need to promote universal observance and enjoyment of human rights, and recalling its resolution
